Description:

The SWPP is a large regional water distribution system serving portions of 13 counties in southwest North Dakota with a potable water supply. The SWPP delivers treated Missouri River water from Lake Sakakawea to 33 incorporated cities in North Dakota with public water systems, several dozen bulk customers, such as power plants, coal mines, small businesses, non-community public water systems, and over 7,200 rural water users in southwestern area. The project provides the sole source of supply for the Perkins County Rural Water System in South Dakota, and also provides a supplementary supply to the Missouri West Water System in clients place.

The population served by the project is approximately 56,000. The project is owned by the client acting through the client. The Southwest Water Authority (SWA), a political subdivision created by ND legislative action, provides operation, maintenance, and management of the SWPP. The SWA treats Lake Sakakawea water at two water treatment plants located in Dickinson, where it is then distributed throughout the SWPP System. A third treatment plant located in Mercer County, north of the City of Zap, was constructed in 2010-2012 to provide the potable water supply for the Oliver Mercer North Dunn (OMND) Regional Service Area, and also serves several areas previously served from Dickinson. Refer to Attachment 1 for a map showing the entire Southwest Pipeline Project areas served by the treatment facilities. The project includes approximately 5,385 miles of pipeline, three water treatment facilities, eight large above-ground pump stations, 25 raw and potable water reservoirs, and 27 below ground pump stations.
The existing SCADA equipment for the SWPP has been supplied and integrated into the system under SWPP Contract 6 by Micro-Comm, Inc. of Olathe, KS, since October 1991. Refer to Attachment 2 for a
map of the SWPP SCADA network. The SCADA system has the following attributes that make it unique. Due to the complexity of the existing system, firms submitting proposals are required to attend a
mandatory pre-proposal virtual meeting on July 13, 2020. Firms that contact the Project Manager regarding interest in submitting a proposal will be sent an invite for the pre-proposal virtual meeting.

The NDSWC is soliciting proposals from qualified providers of SCADA equipment and integration services for the purpose of selecting a firm to provide SCADA equipment for the SWPP when solicited and integrate the equipment into the existing SWPP SCADA system for a period of ten years. Equipment and integration work will be provided for SWPP Contract 4-1E/4-2B, Dodge and Richardton Pump Station Upgrades, immediately upon Contract 6A execution. Future work will be covered under Change Orders. Future work on Contract 6A will depend on future project expansion. Timing of the expansion depends on
funding availability. The work anticipated in the next ten years may include a supplemental intake pump station, multiple water storage reservoirs, and underground booster pump stations. Please refer to Specification Section 400600 SCADA Equipment Supply and Integration in the contract documents for the SCADA Equipment Supply and Integration scope of work related to SWPP Contract 4-1E/4-2B. These contract documents (Contract 6A) are included as Attachment 4 to this RFP.
