3.1 SCOPE OF WORK
The STATE is soliciting proposals for conducting mail and internet surveys to collect various data for managing fish and wildlife harvest. The STATE has adopted a mixed-mode sample design which utilizes a combination of email- and mail-based questionnaires. Specifically, an email-based questionnaire is delivered to an initial wave of hunters and anglers, and after various reminders over a two-week interval, a printed version of the survey is delivered through the mail in a follow-up wave. Because season dates, bag limits, and harvest regulations change annually, each survey may need to be updated annually. Additionally, the STATE periodically desires information on current topics which may be collected through harvest surveys.

Accordingly, the proposal shall cover:
(1) Development of email-based questionnaires.
(2) Development of mail-based questionnaires (which includes: mail-merging addresses, address correction to reduce undeliverables, printing and inserting, and mailing).
(3) Planning for annual edits to each questionnaire.
(4) Assembling data and performing standard quality control and assurance protocols.
3.2 DESCRIPTION OF SPECIFIC, RESULTS-ORIENTED TASKS
The STATE shall provide the CONTRACTOR a questionnaire template for each survey to mimic the general style and look of other survey questionnaires used by the STATE. On an annual basis, the STATE shall provide the CONTRACTOR with any required changes to the survey questionnaires. The CONTRACTOR must make the changes to both, internet- and mail-based questionnaires and provide the STATE a copy for approval prior to distributing the questionnaires. Typically, the only changes that need to be made are updating calendar year and dates to coincide with annual changes in hunting season dates.
The STATE shall provide the CONTRACTOR the contact information for respondents selected for the survey along with a unique ID number. The CONTRACTOR shall secure access to an online survey tool at their own expense. Unless otherwise specified in Section 3.3 below, the CONTRACTOR should follow the mixed-mode survey design. Specifically, the CONTRACTOR shall distribute an initial wave of questionnaires via email, along with three (3) short reminder emails to non-respondents in the first wave. Current best practices should be used in the development and implementation of email-based questionnaires. The CONTRACTOR shall provide URL access to raw email-based survey data in real time. In rare situations where an email address is unavailable, a mail-based questionnaire should be substituted for an email. After two (2) weeks the CONTRACTOR shall identify non-respondents in the first wave and deliver a print version of the questionnaire through the mail. A stamped or business reply return envelope must be provided with each survey at the CONTRACTORS expense. All surveys will use the same size business return envelopes and outgoing envelopes. Outbound envelopes shall be #10 white window envelopes with black ink on one side and shall use logo standards specified and provided by STATE. The reply envelopes shall be #9 white envelopes with black ink on one side. Surveys will be 8 ½ X 11 inch white paper with black ink, unless specified below. Six are two sided, the rest are one sided, all are folded. The CONTRACTOR must run an address correction through the post office before the survey is mailed. Mailing using standard presort is sufficient. CONTRACTOR will need an “Address Service Requested” endorsement. If surveys are not delivered, they need to be returned and re-mailed to forwarding address.
