A brief description is set forth below for Bidders convenience, with detailed requirements in subsequent sections of this solicitation. If interested and able to meet these requirements, the State appreciates and welcomes a Bid. Brief Description: The Agency is seeking an experienced Vendor to provide one (1) NOMAD developer on a time-and-materials basis to provide specialized software development services for IDOTs NOMAD-based applications such as HRI (Employee system), TKS (Timekeeping system), and Claims. The resource is to perform maintenance and project tasks as well as mentor Department Staff to allow for a smooth “hand-off” at contract termination. The awarded vendor must meet the requirements outlined in the Contract, specifically Section 1: DESCRIPTION OF SUPPLIES AND SERVICES. The Agency anticipates issuing an award to a primary and a secondary vendor. The responsible and responsive vendor with the lowest price will be awarded a contract as the primary vendor; the responsible and responsive vendor with the second lowest price will be awarded a contract as the secondary vendor. If awarded, such secondary award may be made, resulting contract may be entered into, and work may be performed by the secondary Vendor if the primary Vendor is not able to meet all requirements of the IFB. The resulting contract with the awarded Bidder shall have an initial term of two (2) years. In no event will the total term of the contract, including the initial term, any renewal terms, and any extensions exceed ten (10) years. 30 ILCS 500/20-60. Subject to the maximum total term limitation, Illinois Department of Transportation has the option to renew for the following terms: One (1) - 2 Year Renewal.
