Correctional Operations Management System Family (COMS) is an application family consisted of over 70 modules which collects and tracks data about 16,000+ offenders that are committed to the Commissioner of Corrections. COMS is critical to the departments operations. Every business unit, within the agency, uses this system on a daily basis for their own unique and complex business processes. Additionally, data from COMS is shared with other state agencies, law enforcement, counties, federal government and the public. This position will lead multiple concurrent application development projects related to the modernization of our Correctional Operations Management System (COMS) family of applications. Teams consists of 5-15 IT members comprising BAs, .NET developers, SQL Server database developers, Quality Analysts as well as a varying number of business staff. Development process is iterative. Candidate will need to utilize strong leadership and people skills to create strong relationships with team members and to learn the business need, goals & objectives, scope, and risks of these projects. Most work will be conducted onsite at 1450 Energy Park Drive, St. Paul, MN 55108. The selected Resource must be willing to travel to various prison facilities and/or field services offices as needed for the position. Sample Tasks • Provide leadership for multiple concurrent application development projects • Provide strategic vision and thinking with focus on outcomes • Create clear and attainable project objectives • Create clear and attainable project requirements • Manage project constraints of cost, time and scope • Provide clear and timely communication on project status, plans, issues, risks and successes • Form close links with team members and stakeholders • Provide knowledge transfer Minimum Qualifications • Five (5) years experience in Project Management role • Two (2) engagements lasting more than twelve (12) months in Application Development Project Manager role Desired Skills • Demonstrable leadership ability • Ability to direct & manage project development from beginning to end • Ability to clearly define project scope, goals, and deliverables in collaboration with project sponsors and stakeholders • Ability to estimate project resource requirements and participants needed to achieve goals including changes where necessary • Ability to identify and manage project dependencies and critical path • Ability to establish project timelines and milestones using appropriate tools and tracking such milestones and deliverables • Ability to manage changes in project scope, identify potential crises or issues, and devise contingency plans as appropriate • Ability to communicate project plans, expectations, updates, progress, issues, and successes in a timely & clear fashion when necessary   Call 502-379-4456 Ext 100 for more details.
