The plan shall include identifying, documenting and providing a framework for developing and implementing the education and training required for all State information technology personnel, including information technology contracting professionals. He/she will apply professional principles, practices, and techniques to develop project plan(s), coordinate and lead project team meetings and control schedule, cost, and performance risks. Responsibilities include: • Oversees all aspects of the project • Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Prepares reports for upper management regarding status of project. • Monitoring project activities to ensure the quality and integrity of information • Conducting resource requirements analysis and scheduling, including estimated project work effort for both client and consulting resources • Building, leading and coaching project team, including state personnel, and facilitating all decision checkpoint activities throughout the project lifecycle • Adhering to all Office of Information Technology Services policies, procedures and ethics codes and ensuring that they are communicated and executed within the team • Develop and execute management plans for time, cost, scope, quality, communications, risk (including mitigation plans), issues and integration • Follows standard project management industry practices such as the PMIs framework as well as established Enterprise Project Management Office (EPMO) policies and procedures. • Understands business and technical objectives of a project and works closely with project sponsor. Required Skills: •Highly experienced in large, complex IT restructuring plan development efforts, covering people, processes and technology •Ensure the strategic implementation plan meets current and future State of North Carolina needs •Must have a Bachelors degree in business management, finance, information technology, computer science or related discipline Minimum of (5) years experience with managing large, complex IT restructuring plan development projects •Excellent written, verbal communication and listening skills, proven organizational skills •Ability to prioritize in a fast-paced environment •The Project Manager needs to understand and be aware of budgets and financial goals, along with being able to design and deliver presentations clearly and concisely to senior management Strong written and oral communications skills •Strong systems/process orientation with demonstrated analytical thinking, organization skills and problem solving skills •Ability to work in a team-oriented, collaborative environment •Ability to facilitate meetings and follow up with resulting action items •Ability to resolve complex problems quickly in a high pressured and time sensitive environment •Ability to prioritize and execute tasks in a high-pressure environment •Strong presentation and interpersonal skills •Ability to lead and influence cross-organizationally with and without direct authority Desired Skills: •Public sector experience desired, especially at a state level •Successful completion of at least two large scale, complex IT restructuring planning efforts •IT strategic planning experience for at least two large scale engagements •PMP and/or PgMP   Call 502-379-4456 Ext 100 for more details.
