The firm must provide an opinion on the supplementary financial information in relation to the financial statements taken as a whole. The firm will report on required supplementary information in accordance with the current guidance from the AICPA. Audits will be done in accordance with generally accepted auditing standards; Government Auditing Standards issued by the Comptroller General of the United States and Guidelines to Independent Certified Public Accountants Performing Audits of State Agencies, issued by the Auditor. The Firm will also follow the guidance of the AICPA Audit and Accounting Guide “Audits of State and Local Governmental Units,” any other applicable AICPA audit and accounting guide. The contractor shall also perform necessary accounting work that will not be performed by WSI. The work to be prepared by WSI is found under “Assistance Available to Contractor”. 3.2 REQUIREMENTS A. AUDIT REPORT The audit report shall be addressed to the Governor of North Dakota and the Legislative Assembly in addition to WSI. The audit report must also include the following (as applicable): o Independent Auditors Report o Managements Discussion and Analysis o Financial Statements as required by standards o Notes to the Financial Statements o Required Supplemental Information o Supplementary Information ? Statement of Appropriations ? Schedule of Attorney Fees ? Costs and Loss Development Information o Government Auditing Standards required reports o Findings, Recommendations, and Agency Response o Schedule of Findings and Questioned Costs o Summary schedule of prior audit findings o Comments addressing each of the items under section “Special Comments Requested by the Legislative Audit and Fiscal Review Committee” in “Guidelines to Independent CPAs” issued by the Auditor B. ASSISSTANCE AVAILABLE TO CONTRACTOR WSI maintains an internal audit function that is capable of and has provided significant assistance in past audits. Proposals should include planned use of WSIs internal audit function. The staff of the WSI will prepare the following statements, schedules, and workpapers for the selected audit firm: o Trial Balance that is cross referenced to the Basic Financial Statements o Managements Discussion and Analysis o Balance Sheets o Statement of Revenues, Expenses, and Changes in Fund Net Position o Statement of Cash Flows o Notes to the Financial Statements o Statement of Appropriations o Required Supplementary Information (other than MD&A) o Bank Reconciliations o Cash Transfers Listing o Receivable Listings o Payable Listings o Prepaid Expense Listing o Investment Reconciliations o Fixed Asset Listing (including depreciation) o Unearned Premium Listing o Outstanding Reserve Listing o Copies of Leases and Contracts o Schedule of Leave Activity o List of all nonstandard entries and year-end adjusting entries. o Summary schedule of prior audit findings. o Corrective action plan.
