Description :

The North Dakota Department of Agriculture, Grain and Livestock Licensing Division(STATE) is soliciting proposals for proposals for the successful completion of an in-depth analysis of North Dakotas agricultures economic contribution and impact throughout the state.The primary scope is to conduct a study on the economic contribution of agriculture to the state of North Dakota as a whole and to identify the economic contribution of agriculture at the per-individual county level, with the data to be delivered via a comprehensive report.

To state it differently, the contribution study must first evaluate economic contribution of agriculture on the state level, then break out contribution to each of the 53 counties that make up North Dakota.The contribution study must evaluate and report on the current economic contribution of the agriculture segment in the form of output, value added, jobs supported, taxes paid, and indirect benefits. The economic impact study must include direct, indirect, and induced factors of North Dakota agriculture industry.

This analysis will be used to:
• Increase the credibility and visibility of the agriculture industry in the eyes of policymakers, the business community, the media, and the general public;
• Make clear the substantial economic contribution agriculture makes to the region both in terms of employment and expenditures and in terms of tax revenues;
• Identify the range of services and other contributions the agriculture industry is making to the region;
• Underline the dynamic nature of this industry and its contribution to rural communities and the state;
• Give policymakers a better basis for policy decisions affecting the industry.

Must use multiple sources of data to capture the characteristics and demographics of North Dakota agriculture.

3.2 REQUIREMENTS
A. DELIVERABLES
The contractor will be required to provide the following to achieve the objective of this project:
1. An in-depth analysis of North Dakotas agricultures economic contribution and impact throughout the state on a state level.
2. A breakout in-depth analysis of the economic contribution from agriculture to each county economy and to provide a comprehensive report on a county level.

B. RISK MANAGEMENT
The contractor will take appropriate measures to ensure the safety of theiremployees, state employees, the public, and property. The contractor must identify any potential risks, issues and problems associated with the project and identify ways to mitigate those potential risks.

C. CONTRACT TERM, SCHEDULE, AND DELIVERABLES
1. Contract Term
The length of this contract will be from the date of award, approximately December 20, 2023, for approximately six (6) monthsuntil completion, approximately June 30, 2024. See the attached contract for extension provisions.

2. Schedule and Deliverables
The STATE has identified the following deliverables which are significant work products or milestones in the project. The STATE requires these deliverables to be addressed in the Contract Schedule, at a minimum. The contractor shall develop a schedule foraccomplishing the Scope of Work, including these specific deliverables.The final schedule shall be agreed upon between the STATE and the successful Offeror and incorporated into the contract.The approximate schedule for this contract is as follows:

a. Contract startapproximately: December 20, 2023
b. Contractor submits first draft report specifying the state in depth analysis report: 90 days – March 31, 2024.
c. Contractor submits first draft report of the breakout in-depth analysis to each county: 120 days – April 30, 2024.
