The Field Services Division (FSD) is the active regulatory and enforcement arm of the Department that not only enforces water law but also collects groundwater and surface water data in the field, conducts dam and well construction investigations and routinely deals with complex water management issues. The Division has strived in recent years to adopt more modern technologies for things like case tracking and data collection, including but not limited to the development of our current field activity tracker, the Field Activities Database (FAD). The FAD is first and foremost a Key Performance Measurement tool for Management and Administration to report out on workload successes, needs and improvements. On the other hand, staff in the field are requesting something more intuitive, geo-referenced and utilizing mobile technologies that would be user friendly and communicate with the various databases that WRD already has. The desired replacement would allow for case management, mobile app field data collection and preferably allow for interfacing with GIS data. This would serve to replace handwritten field inspection forms, increase efficiency and lead to more consistency in addressing water management issues Statewide. The current Field Activities Database is not meeting the needs of Field Services Division staff. Before attempting work on a replacement system, an analysis should be performed through interviews of field and technical staff to identify a recommended path forward with either custom development, COTS (Commercial Off The Shelf), SaaS (Software As A Service) or a combination there of. Services Requested Full-time professional work experience in the support of Information Technology systems analysis and design. Successful completion of an Information Technology Certification program, accredited college and/or graduate training may substitute for the required work experience. May require a bachelors degree in a related area and at least at least 8 years or equivalent experience in the field or in a related area. Experience in the analysis and design of multi-tiered software applications. Experience gathering and organizing system requirements, diagraming, use-cases and formal documentation. Ability to communicate effectively, both orally and in written format with persons that have various levels of information technology experience. At the conclusion of work, a formal written report will be delivered through a formal debrief with management. The report should contain at a minimum: • An overview of the analysis project • The processes used for analysis and requirements gathering • Identify all current Field Services Workflows with diagrams and use cases • Gaps between existing system(s) and current Field Services Workflows • Identify any needed information system(s) outside of Field Services • A recommendation(s) for the replacement system (whether this is a recommendation for enhancement or replacement, new platforms or technologies). • Listing Pros and Cons for all potential solutions.
