Complete Description: Years of Relevant Experience: More than 10 years Preferred Education: 4-year college and advanced degree, preferably in engineering Role Description: The New Jersey Office of Information Technology requests specialized consulting services for a period of 12 months to support its 700 MHz public safety broadband deployment initiative, including all aspects of engineering requirements, design, and technical implementation. New Jersey holds a waiver from the Federal Communications Commission to build and operate a public safety wireless broadband network in designated spectrum in the upper 700 MHz band. The state also won a BTOP grant to fund the construction of a portion of that network. The period of performance for the BTOP grant is short, and the national regulatory requirements for the network are in flux, resulting in substantial complexity and risk in design, deployment and sustainability. OIT requires specialized consulting services to advise the State of New Jersey on the network engineering and technical implementation strategy during vendor selection and contract negotiations, vendor design review, deployment, acceptance testing, network operations and maintenance. Consulting services are needed to review and assess vendor network engineering, implementation, acceptance test and operations plans, and make recommendations for cost containment and improvement. Work may be conducted off-site; work quantity may vary, is not expected to require full time. Specific deliverables: 1). Provide technical advise for development of RFP specifications and negoiations with vendors 2). Provide technical assessment during the RFP review and vendor evaluation and selection process. 3). Review and assess vendors engineering plans in the areas of LTE user devices, radio access network, backhaul and aggregation network design, core network design, application interoperability, network management and subscriber service management. 3). Consult regarding site acquisitions and deployment at such sites. 4). Review and assess vendors implementation strategy, phasing, testing, and acceptance plan, and make reccomendations for improvement and cost containment. 5). Identify risks with each phase of the implementation and recommend appropriate risk mitigation strategies. 6). Review and assess vendors network operations, maintenance and support strategy, and make recommendations for improvement and cost containment. 7).
