Scope of Work DSHS anticipates executing one (1) or more Work Order(s) in hiring up to: one (1) expert-level, three (3) senior-level, and two (2) journey-level software developer resources to fill the business need. DSHS reserves the right to increase or decrease the number of resources on the resulting Work Order(s) as business needs require. Any resources added to the Work Order(s) must meet the minimum requirements as laid out in this Work Request. It is possible that an increase in the number of required resources would also require approval to increase the Work Order(s) maximum consideration. The vendor(s) will provide on-site functional and technical expertise to assist DSHS with system development specifications, design specifications, software system development, interfaces from/to other applications, testing and problem determination and resolution. d. Period of Performance The term of the resulting Work Order(s) will be three (3) years commencing upon the start date or execution date, whichever is later. Amendments extending the period of performance, if any, shall be at the sole discretion of DSHS. The term or the Work Order(s) may be extended by amendment for two (2) additional, one-year periods. Expert-Level Developer Qualifications: Expert-Level Developer provides analysis, design, system development, coding and quality assurance oversight for all aspects of the eJAS application independent of other application development (programmer) staff. This position typically performs analysis and design document review, contributes to the requirements definition, application code reviews, identifies application areas for performance enhancements, reviews and develops system documentation, performs data modeling and database design functions, develops and manages the process for promoting system code, schedules and manages batch processes, performs root causes analysis of application errors, is responsible for making recommendations about technical architecture and system design. • Ensure technical aspects of proposed solution are consistent with architecture, standards, and methods. • For each new analysis and design (A&D), review proposed resolution for reasonableness, standards, and ability to address associated business problems. • Ensure code solution meets A&D and that code adheres to DSHS quality standards. • Coordinates work assignments across the system for lower-level developers assigned work on eJAS. • Provide technical guidance, as needed, to software development staff on development methods, standards, and guidelines. • For production problems, provide support to: o Return the application systems to stakeholders as quickly as possible, o Provide root-cause analysis and resolution to prevent problem from happening again. • Create/maintain graphic diagram depicting application and technical environment. Expert level staff must possess a minimum of 8 years experience within the last 10 years in the skills and knowledge areas below.
