This Statement of Work (SOW) incorporates by reference the terms and conditions, specifications, and other contract documents of Statewide Contract Number 233. In case of any conflict between this SOW and the Contract, the Contract shall prevail. 1.1 Project Purpose: The BWC Case Management and Utilization Review project is a portion of Phase II for the TNComp project. The components to be developed as a part of this effort are Case Management and Utilization Review screens, Reporting, and a Payment Portal leveraging FIS for the Case Management and Utilization Review Programs as defined and approved in signed requirement documents. These are all functional components critical to completion of the BWC Case Management and Utilization Review systems. 1.2 Background: The state is seeking to partner with the Contractor to develop and test a solution that allows Case Management and Utilization Review nurses to file claims online. The purpose of the Medical Case Management Program, or Case Management, is to help coordinate the medical treatment services provided to injured employees for their work-related injuries. This is done through a case manager that assists in facilitating medical care. Case Management solution will allow users to: • Develop a treatment plan to provide appropriate medical services; • Monitor the treatment and medical progress; • Assess whether medical services are appropriate and delivered in a cost-effective manner, based on acceptable medical standards; • Ensure and document that the injured employee is following the treatment plan • Formulate and document a plan for return to work, with due regard for the employees recovery, restrictions, and limitations, if any. Utilization Review (UR) is the evaluation of medical care services that are recommended Managed Service Provider Request for Project Services Template by the authorized treating physician and provided to an injured employee. This evaluation is done to ensure that the services are necessary, appropriate and likely to be effective. The system will provide screens and data capture to allow for the review of medical procedures recommended by the authorized treating physician as well as the pre-admission review of all hospital admissions, except for emergency services. This review occurs prior to the procedure being performed to ensure that the procedure is appropriate, necessary and likely to be effective. The UR Organization conducting the review services for the employer must be registered with the Bureau of Workers Compensation and the Tennessee Department of Commerce and Insurance. Registration will be required as part of the solution. The partnership will leverage a methodology for both the Contractor and the States STS agency to collaborate, with each party responsible for a specific set of features or defined goals.
