Experienced with WI DNR Environmental Loans Oracle System (ELOS), and the Online Loans Intent to Apply and Financial Assistance Application systems. Responsible for ensuring quality and consistency of the software architecture across the system and providing day-to-day technical guidance to the development teams. Define the system, technical, and application architectures for major areas of development and recommend course of action to maintain cost effectiveness and competitiveness. Research and implement best practices frameworks/capability models that will control costs, provide higher quality, and/or increase predictability of service delivery. Conducts routine tasks as directed. Closely supervised with little latitude for independent judgment. Project Executive Summary: The current program database, Environmental Loans Oracle System (ELOS) is using an older, unsupported technology for loan cycle project management. The DOA/DET will be eliminating Oracle Forms and Reports software support by June 2023. ELOS needs to be rewritten using a newer, supported technology. We will also be streamlining our workflow processes and creating the capabilities for our customers to enter and access data online. Online ITA/PERF & Online Application development phases have been completed. The next phase of this project is to completely re-write the existing ELOS database system using the same technology used in the Online ITA/PERF & Online Application systems and merging into one system. ELOS is approximately 30 years old and utilizes Oracle Fusion Middleware Forms & Reports which is planned to be phased out of support by DOA/DET. Therefore, we need to begin rewriting the ELOS system in a different supported programming language prior to the elimination of the Fusion environment. ELOS is used daily by internal staff for project tracking, loan document generation, budget tracking, disbursement processing, project inspections, data reporting, and electronic record retention. The internet-based Online Loan Cycle system (aka ELOS Rewrite) currently allows applicants to electronically file applications, upload required documents, and see the status of their applications. The ELOS Rewrite will allow applicants to submit payment requests and required reports; loan preparation and transactions; and grant DOA access to our data and uploaded documents, allowing for significant streamlining of current business processes. The steering committee will meet weekly or bi-weekly during the planning phase to finish defining business and data requirements and design workflows and system specification documents. Based off of this documentation, the project manager will work with the contractor during the development phase, and the steering committee may be able to meet a less often during this time. Following the development phase will be the testing phase, where multiple rounds of testing will occur. The steering committee and external users will provide feedback during the rounds of testing. Once final user acceptance is met, we will go into the production testing phase, and then establish a production roll-out plan for the new system and decommission plan for the old system.
