MMS is used by operations staff to manage, plan, report, and track field operation activities including the type of work completed, the material and equipment used, location of the work, and the time involved. MMS uses the following technologies: .NET, Oracle, PL/SQL, JavaScipt, Bootstrap, CSS, HTML, JQuery, DevExpress and ArcGIS. Other technologies may be introduced as necessary. A successful Lead Developer at MoDOT must possess the ability to provide technical oversight of all design and development activities, demonstrate effective communication skills to both technical resources and business partners, estimate project tasks with multiple solution options, develop user friendly and efficient solutions, and ensure solutions maintain system integrity and performance. A Lead Developer must have an ability to work in a team environment, creatively solve problems, and communicate clearly and effectively in writing, by phone and in person. Must have the desire to work in a fast-paced environment and maintain a professional attitude. The specific projects to be administered under this PAQ are unknown at this time, including the total number of deliverables, hours, and cost. The total estimated amount MoDOT may expend for this PAQ is not to exceed $115,000. The Offeror and MoDOT will agree on the scope, timing, and cost of each deliverable before the commencement of work. The contract period is November 16, 2019 through June 30, 2020 with option to renew for two (2) additional one-year periods for up to, but not guaranteed, 2080 hours each at the awarded rate. In the event MoDOT exercises such right, all terms and conditions, requirements, pricing and specifications of the PAQ shall remain the same and apply during the renewal period. Minimum skillsets required by the individual performing the work under the resulting contract must include: • Minimum 5+ years work experience in ASP.NET. Must provide written details of work experience in response to this PAQ. • Minimum 5+ years work experience in .NET controls, prefer some experience with DevExpress. Must provide written details of work experience in response to this PAQ. • Minimum 5+ years work experience with Visual Studio Dev Essentials. Must provide written details of work experience in response to this PAQ. • Minimum 5+ years work experience in Oracle and writing stored procedures and triggers in PL/SQL. Must provide written details of work experience in response to this PAQ. • Must have some experience with Oracle 12c specifically. Must provide written details of work experience in response to this PAQ. • Minimum 5+ years work experience in JavaScript.
