The summary tables and high-level flow charts provided below are based on a detailed business process analysis conducted in 2016. That analysis resulted in detailed business process flow charts and analysis that are not included here but which will be made available to the selected Offeror. The following tables (Tables A1-1 to A1-x describe the processes that are owned by the Accounting, Revenue Compliance and Grants teams within the North Dakota Department of Trust Lands. These tables describe the high-volume activities that are completed within those teams. A glossary of the table columns is below: OVERVIEW OF INTEGRATION REQUIREMENTS For the purpose of development and operation of the FMA systems, the term “integration” is used to refer to access to software, web services, and data that is external to the FMA system. It encompasses a range of actions and processes that involve the movement of data from one system or database to another or an action or process in one system (software, Web service) that triggers a process in another system. Integration processes will use the most appropriate form of integration that meets DTL business requirements and adheres to applicable IT standards and security requirements. Several key points about integration will guide LM and FMA System development by the contractor: ? The timing of integration, in specific cases, may be real-time or near real-time, or set-up as a batch process with a specific schedule (from minutes to days depending on the specific integration case and the frequencies of data changes in the source system). ? FMA system and LM system development will require internal integration and external integration. Internal integration refers specifically to data, software, and process integration between the FMA System and LM System. External integration refers to integration with external systems and databases which are identified in Table 2. This RFP includes requirements for the selected contractor to design and put in place all defined external integration processes. However, Offerors should describe technical architecture elements or tools (e.g. application programming interfaces) that would support establishment of internal integration. ? Offerors are expected, in their proposals, to identify technical and procedural approaches for enabling internal and external integration. The DTL does not have preconceived ideas about how, from a technical standpoint, the integration requirements should be implemented. The DTL will rely on the selected contractor to suggest and put in place the most effective integration methods. The DTL and ITD will provide any input or support necessary for implementing the integration. ? In certain cases, meeting the integration requirements may use batch data transfer methods which are in general referred to extract-transform-load (ETL) processes. This implies that there are some actions on the source system to copy selected data and processes to transform (reformat, quality control, etc.) to create an intermediate file which is the basis for loading data to the LM System or FMA System. ETL requires defining a “data map” to ensure that data elements from the source system is loaded to proper database locations in the LM and FMA System databases. To enable ETL processes, the selected contractor will set up the necessary ETL processes with automated processes that control the timing of ETL process and keep a log of completed processes. While automated ETL processes may suffice for certain external integration processes, real-time integration (described below) is preferred. ?
