Responsibilities may include but are not limited to: • Developing partnerships with vulnerable populations to increase their knowledge in emergency preparedness and participation in Healthcare Coalitions throughout the state. • Identifying and recommending available resources for emergency preparedness planning and response pertaining to vulnerable populations. • Identifying training gaps in the healthcare community related to vulnerable populations • Working with appropriate personnel, agencies, and vendors to develop and deliver training materials in a timely manner. • Attends seminars, professional meetings, trainings, and reviews literature to keep up with current trends in emergency preparedness and response for vulnerable populations. • In coordination with Regional Hospital Coordinators, provide guidance for facilities and localities in the development of regional plans, memorandums of understanding, agreements, procedures, and other key documents. • Facilitate outreach and support needed to include: - Setting up meetings with key population leadership on project. - Develop project status briefings for key audiences within the healthcare community. Vulnerable populations, including those with disabilities, the elderly, and those with special needs are at particular risk in an emergency / disaster. The COVID -19 pandemic has highlighted these risks across the healthcare system, The VPC will assist RHCs through two-way communication between health authorities and at-risk populations in response to the COVID-19 Pandemic through engagement with and within local at-risk communities, health care facilities, broader segments of the public, and other relevant stakeholders (such as health care providers). This coordination will strengthen not only the COVID 19 response but also the response to future emergencies and will avoid the duplication of efforts. Proactive communication and promoting a two-way dialogue with communities, the public and other stakeholders in order to understand risk perceptions of vulnerable populations is crucial in planning any response. Behaviors, existing barriers, specific needs, knowledge gaps and providing the identified communities/groups with accurate information tailored to their circumstances is vital. People have the right to be informed about and understand the health risks that they and their loved ones face not only during COVID -19 but during any disastrous / emergency event. They also have the right to actively participate in the response process.
