Certification Lead
Role Description: The CertificationLead is responsible for the direction and oversight of federal compliance and certification effortsthroughout the certification life cycle. The Certification Lead will provide guidance and recommendations to the project and certification team concerning certification activities as outlined within the MECT 2.3. The certification leads primary day to day activities will include planning for and developing the content to support certification activities. This is a very visible project role with frequent interactions with State Medicaid Agency clients, internal, and external teams.
Responsibilities/Tasks:
• Under the direction of project leadership, management of responsibilities and tasks as they pertain to the certification team (approximately 3-4 individuals).
• Oversight and assistance in the development, management, and submission of client owned federal compliance and certification documentation.
• SME guidance and assistance as it pertains to the MECT 2.3, certification preparation, checklist development, vendor and state artifact review.
• Analysis, review, and management of federal compliance and certification requirements through the software development lifecycle in accordance with the MECT 2.3.
• Facilitation of meetings with the client, vendor, and team to assist in certification verification and validation of a vendors proposed solution.
• Frequent, clear, and consistent communication to the client, team members, and vendor(s).
• Assistance in the review of client and/or vendor provided documentation.
• Oversight, maintenance, and management of project area related action items, issues, risks, and decisions.
• Documentation and escalation of project area issues, risks, and/or decisions in a timely manner.
• Assistance in the development, review, distribution, and presentation of project status reports.
• Participation in staff/team meetings and trainings.
On-Site Expectation: Must be open to 50% travel to client site as needed depending on project phase and key meetings.
Requisite Qualifications/Experience:
• Bachelors Degree (BA/BS) May substitute ten years of applicable experience for degree.
• Minimum of three years experience working for or with a State Medicaid Agency.
• Strong knowledge and experience with requirements definition and management, testing, and implementation.
• Minimum of three years applicable experience in federal certification or compliance requirements validation and management for a Health and Human Services Program or projects supporting Health and Human Services Programs.
• Strong written and verbal communication skills and an ability to liaise with State and federal agencies
• Mandatory experience managing an organizational unit of at least four full-time equivalents (FTEs).
Preferred Qualifications/Experience (in addition to the above):
• Certified Project Management Professional (PMP)
• Preference given to experience completing a full federal certification lifecycle with a successful federal certification on a Health and Human Services system.
• Preference given to MMIS systems/solutions experience and/or Integrated Eligibility and Enrollment (E&E) operations experience.
• Experience in project management of an IT project(s) that encompassed the full system development life cycle from initiation through post implementation within a human services department or health insurance marketplace in a U.S. state or territory.
