The Application Developer will be responsible for all phases of the systems development life cycle related to the Student Billing and Receivables application and subsystems. The Application Developer will conduct detailed technical analysis, formulate application design and complete thorough testing of new features, functions or updates to the system. The Application Developer will collaborate with stakeholders and departmental IT resources to gather requirements, develop project plans, and address system performance matters to ensure high availability. The incumbent will also apply research of emerging technologies that improve system delivery and performance. Additionally, the incumbent will be assigned after-hours systems support as assigned or requested. Type of Supervision Received/Exercised: Reports to the Manager, Billing and Receivables, and completes position responsibilities of moderate to complex scope; applies skills as an experienced professional on small or medium sized projects with a wide range of issues. Reports status on a regular basis or as requested; elevates matters of importance to leadership. A. Application Programming 1. Designs, develops, modifies, debugs and evaluates complex programs for functional areas through the application of professional programming concepts and industry standards. 2. Analyzes existing programs or works to formulate logic for new systems, devises logic procedures, performs application programming, and complex data analysis. 3. Designs and executes comprehensive test plans for complex applications; identifies modifications for improvement. 4. Develops comprehensive conversion and system implementation plans for projects with broad scope. 5. Applies knowledge of system and functional area to review and prepare complete technical documentation. 6. Applies knowledge and experience to recommend changes in development, maintenance and system standards. 7. Applies logical concepts in the design of relational databases used within applications and/or projects. Bachelors degree in Computer Science, Information Systems, or Engineering (or related) OR combination of relevant professional experience and education. Designs applications taking into account application performance and usability; able to optimize application to improve system performance. Possess the verbal and written communication skills to work effectively with technical and non-technical personnel at various levels in the organization; ability to use standard English grammar and punctuation. Ability to develop design documentation Including functional requirements, user requirements, technical requirements, use and test cases, traceability matrixes, specifications, etc. Excellent technical, analytical, debugging and problem-solving skills with self-motivation and willingness to learn new concepts, technologies, and processes. Provide technical assistance and guidance to the design, development, integration, and deployment of application software. Experience with n-tier distributed technologies such as Java, J2EE, JavaScript, JSP, JDBC, HTML, XML, Soap, Rest, HTTP, Spring, Struts, WebSphere Message Broker, Tomcat, Linux, and Windows.
