A wide degree of creativity and latitude is expected. The Business Systems Analyst will focus on 1) Review the output of previous efforts. Meet with Project Leadership to understand the environment and potential pitfalls of the effort. 2) Working with the various OHA Program areas and Subject Matter Experts to understand: a) The business drivers from each area. What are the business goals? What is the 5 or 10 year approach? b) What are the data requirements in each area? What reports or regulatory requirements are being met by the data collected? The Business Systems Analyst duties will include, but are not limited to the following: 1) Creation of a Conceptual Data Model that addresses the various business requirements. 2) Creation of high-level business process maps. The key person is expected to provide Status Reports at specified intervals (every two weeks). This role would be primarily based in Salem, but would have some interview requirements in the OHA Portland offices. No additional compensation for travel. Background: The COMPASS suite includes multiple IT systems intended to provide reporting and accountability for OHA and providers of services. An evaluation in the spring of 2018 showed that many of those systems are outdated and running on platforms that are costly to maintain. Much of the data submitted by providers and needed by program staff is maintained outside the systems in formats that are time consuming for providers to complete and difficult for program staff to use in reporting. The systems do not meet the need of the agency in terms of integration, utilization, or technology alignment. A short series of visioning exercises with behavioral health, analytics, and contracting staff resulted in a vision statement closely aligned with the vision of the previous behavioral health technology project: A data management and processing system for behavioral health service outcomes that can hold millions of individual records; directly interface with a variety of internal and external data systems, and electronic health records systems; and provide multi-functional reporting to support state and federal requirements. Additionally, the system is expected to support: Improved treatment outcomes for Oregonians through the exchange, analysis and reporting of data. Improved business practices and reduced administrative burden for OHA through the ability to better analyze and forecast outcomes and need.
