Job Description Architect: Architect, Testing Background, Design, Debugging

Description:

Day-to-Day Tasks include, but not limited to:

The Expert Software Architect will investigate and design the addition of a standards compliant interface for laboratory reporting, reviewing FHIR as an option for implementation.
The Expert Software Architect will facilitate enhancements to laboratory data exchange to improve data exchange design and reliability, increase throughput for increased COVID-19 laboratory volume, promote ease of implementation for increased adoption of automated data exchange and coordinate with ECLRS on programmatic and infrastructure enhancements.
The Expert Software Architect guides a development team to analyze, design and program complex projects including coordinating activities on multiple aspects of the project, assuring quality control, and providing technical guidance to project teams, as well as interfacing with business owners and project management staff.
The Expert Software Architect will review business requirements documentation with project team to clarify for technical design, guide systems and program design to meet highly complex business needs, preparation of detailed technical specifications from which programs are developed, and creation of appropriate documentation in work assignments such as program code and technical documentation.
The Expert Software Architect will prepare development time estimates and justifications for assigned tasks and provide recommendations to project manager, coordinate development activities, selects technologies, design testing plans, assure quality control and effective change control and provide technical guidance to project teams.
The Expert Software Architect will consult with the software development team in coding, testing, debugging, implementing, and documenting highly complex programs, and developing complex test plans to verify logic programs; develop and maintain release management process including planning, tracking, communication, and coordination of technical tasks associated with release; and support project personnel in resolving complex program problems.
The Expert Software Architect will serve as technical project lead, providing guidance to less experienced technical personnel, as well as identify, track, and resolve issues, recommend changes, and provide supporting documentation.

Preferred Qualifications:

Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large-scale software system.
84+ Months-Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Mandatory Qualifications:

84 months of experience in the design, implementation, and deployment of Java/J2EE web applications and SOA based distributed (client server) applications.
72 months of webservice implementation inclusive of SOAP and REST
60 months experience with health care messaging standards including HL7.
60 months of experience in managing public sector government IT projects.
Bachelors degree or higher in Computer Science, Information Technology or Public Health
