The RBCA Program will be used to assess contaminated sites with a risk-based approach across multiple programs within the North Dakota Department of Environmental Quality. By utilizing the RBCA Program, the NDDEQ will assess contaminated sites where the use of remedial actions and land-use controls can reliably ensure that affected properties are environmentally safe for their intended use. This RBCA Program will be used bythe NDDEQ and stakeholders (consultants, responsible parties)to aid in determining risk-based cleanup levels, remediation strategies and institutional controls for contaminated sites in North Dakota. 3.1 APPLICABLE DIRECTIVES: This information technology project is subject to the following: • N.D.C.C. § 54-10-28 related to the state auditors authority to conduct information technology compliance reviews. • N.D.C.C.§ 54-59 related to the Information Technology Department 3.2 TECHNOLOGY SOLUTION: The STATE has developed the following Requirements for the project. The project must be completed by September 30, 2022.If the Offeror is successful, the Offeror agrees that it shall comply with all requirements throughout the full term of the Contract. The STATE reserves the right to determine whether the supportive materials submitted by the Offeror demonstrate the Offeror will be able to comply with the requirements. NO. A.REQUIREMENTS: 1.RBCA Program Development In collaboration with NDDEQ, Offeror will develop forms to include web forms, guidance documentsfor use regarding RBCA, risk assessment and a RBCA tool. RBCA Program development, implementation, and training must all be completed by September 30, 2022. Offeror Response: 2. Guidance Documents Offeror will develop the following guidance documents. This list may not be all inclusive. o Background Tool Development o Background on General Inputs to RBCA Tool o Guidance on RBCA Tool Use: o Forward mode calculations o Backward mode calculations o Input data needed o Tier levels o Screening Process: Industrial vs Residential Offeror Response: 3. RBCA Tool Development In collaboration with NDDEQ, Offeror will develop the RBCA tool to be used by NDDEQ and stakeholders. The NDDEQ should have ownership of the RBCA tool and must have the ability to share RBCA tool with stakeholders at no additional cost. o The RBCA too shall include all components of the RBCA to the NDDEQ satisfaction unless the NDDEQ determines that a specific component is not needed. o The RBCA tool shallincorporate the EPA Regional Screening Levels and drinking water Maximum Contaminate Levels. o The RBCA tool shallbe customizable to North Dakota standards and preferences for specific contaminants and risk levels. o NDDEQ will provideaccess to the RBCA tool through the NDDEQ website. RBCA Tool Export The RBCA tool must have the ability to export the risk calculations to a reportable external file (i.e., Excel XLS, Word, pdf, CSV, text) or another nonproprietary format.
