The STATE desires a budget solution that will be easily maintainable by existing staff and flexible enough to be configurable to the STATEs budget management needs. The new system should support multiple budget approaches (i.e. incremental, line item, performance, and program). OMB expects that when the system is fully operational it will allow multiple completed budget versions in the system to facilitate the entire budget process lifecycle. The budget lifecycle includes issuance of budget guidelines to state agencies; agency budget development and submission; OMB budget validation and analysis; legislative approval process; and budget execution. The proposed system will facilitate combining all the state agency needs into a single executive budget recommendation for legislative consideration. The new system should leverage financial data that is collected and reported by the STATE to support improved decision making on budget requests, have a simplified workflow process for budget development, review, and approval. It should have the ability to create multiple budget iterations for review and approval at the agency and OMB levels. It should also have the ability to provide for statewide analysis at the enterprise level. The STATE requires a system that will have the ability to interface with the current state accounting system – People Soft for financial and HR data. The budget system will enable OMB to facilitate the creation of the states biennial budget. The final budget system solution will support agency activities of the budget building process and be flexible enough to configure to the STATEs needs. NDCC 54-44.1-06 contains the required data in the budget preparation process. This includes items such as, but not limited to, fund balance statements, summary statements of prior biennium expenditures and the first-year expenditures from the current biennium, itemized budget requests with narrative to support each request, and capital projects. The system also needs to include detailed schedules such as personnel and position budgeting, operating and capital budgets, and IT planning and grants. The proposed solution should assist the decision making, approval process and budget analysis through workflow and the reporting function should include a simplified process for budget document publications. The publication module should support the typical documentation, analytics and other outputs expected from any public sector budget office.
