Assist assigned program(s) with defect/change request case (i.e., data required to submit a formal request) Lead and facilitate Joint Application Requirement and Joint Application Design sessions with agency stakeholder SMEs and vendor to capture requirements. Translate, analyze, organize and document agency stakeholder requirements. Responsible for requirements traceability to ensure all requirements are tested and validated. Collaborate with Quality Team in the creation of test scripts and scenarios. Assist in the testing of scripts and use cases, where applicable. Responsible for requirements management and communications to project manager and other stakeholders. Ensure agency stakeholder requirements are reviewed, and approved, by the respective agency authority or delegate Assist in troubleshooting activities through to resolution. Facilitates training for business users Analyzes business requirements and proposes effective and user-friendly solutions to business stakeholders Assists in the development phase and serves as a strong liaison between development team and business stakeholders Consults with vendors or technical staff to ensure functionality of automated system is consistent with laws, regulations and best practice standards; ensures that users adhere to relevant laws, regulations and best practice standards Develops change management plans for transition to new or upgraded systems Documents business processes for users of new or upgraded system Participate in evaluation of new technologies or solutions to improve service and efficiency of systems Participates in establishment of standards and procedures to be used in development of systems Provides customer support for maintenance of systems Researches and analyzes system/user problems by applying a variety of analytical and research techniques Tests or coordinates testing of new installations or upgrades Performs other professional responsibilities as assigned by supervisor Core Competencies Ability to handle change management for new requirements. Ability to work effectively with a diverse project team in a highly visible, fast paced and changing project environment with aggressive timelines. Ability to work effectively with personnel at multiple levels of the organization. Ability to work effectively as a dedicated team member; ability to effectively and accurately communicate with other team members. Ability to effectively manage and complete multiple tasks simultaneously. Strong analytical skills Demonstrated performance as a self-motivated and goal-oriented professional who can work with minimal supervision, exercise good judgment and keep critical systems operational. Excellent oral, written, presentation and interpersonal communication skills. Strong proficiency in the use of Microsoft Office Suite and/or standard software applications typically used in a corporate office environment. Qualifications: Bachelors degree in a related field from an accredited college or university AND Three (3) years experience of recent relevant Business Analyst, Information Technology or Project Management experience.
