Description :

SCOPE OF PROJECT

Background and Summary:

The South Carolina Integrated Tax System (SCITS) has replaced a number of major tax processing applications with the implementation of Release 1 of SCITS. We are now beginning the work for Release 2 of SCITS, DOR Information Resources Management (IRM) Division needs to augment its SCITS Team with a Business Analyst Consultant to assist in analyzing system issues, responding to user questions, analyzing and correcting problems reported, developing change requirements and design specifications, testing changes, updating system documentation, and coordinating small projects.
Under limited supervision, serves as lead system or business analyst on especially complex information technology work and/or serves as primary business specialist supporting multiple tax types or functional areas within SCITS; utilizes superior knowledge of DOR SCITS processing and support operations; provides assistance to less experienced team members. Proficiently exercises expert knowledge in the following areas: i) SCITS & related systems; ii) DOR systems development and support methods (requirements analysis, specifications, case development, testing, problem analysis and resolution); iii) information management science methods / procedures; DOR operations.

Specific Duties and Responsibilities:

1. Provides agency processing consultation to customers related to most complex business situations involving information technology. Interviews customers to determine business requirements; analyzes how technology may enable those requirements; develops feasibility studies; prepares documentation, recommendations, and presents to IRM and to senior client management.

2. Working with IRM clients and technical personnel, prepares and implements design specifications for the most complex aspects of application systems, utilizing object-oriented techniques. Provides input to data tables and file structures. Validates design against customer requirements. Prepares appropriate documentation throughout the development life cycle, ensuring compliance with agency policies, standards and operations.

3. Prepares USE Test Cases, executes test Cases, and debugs new or modified application systems from approved general system design documents, utilizing web and client/server techniques.

4. Serves as lead analyst on select projects or sub-projects. Keeps project leader(s), team members, supervisor, and stakeholders informed of work progress. Coordinate with the SCITS Developers to correct all defects identified.

5. Resolves application system incidents reported by users as needed.

6. Serves as business user liaison with technical staff as needed.

7. Work with IRM users to document requirements and design specifications for complex changes or enhancements to SCITS or related systems.

8. Assists in training new employees and serves as business systems consultant for them. Work with IRM users to conduct User Acceptance Testing on the Change Requests for SCITS.

9. Mentor and assist business users assigned to projects in learning the technology and utilizing it for review and testing. Assists the user in training on effective operation of application systems.

10. Report on weekly basis to SCITS Manager regarding work accomplished and upcoming plans.


SKILLS REQUIRED:

• Strong oral and written communication skills.
• Strong analytical skills, especially in dealing with situations involving multiple interacting systems or complex operational processes.
• Sound working knowledge of Microsoft Word, Exc
