The BA will be used to document the requirements, business rules and data sources and provide a recommendation for using the data meet the objectives of the OSEC. This will be done in consultation with DOLs Division of Information Technology. DUTIES/RESPONSIBILITIES: • ESTABLISH REQUIREMENTS FROM PROGRAM AREAS - Conduct conversations with program leads to identify internal and external (pre)clearance needs and document results with Workforce Development, Division of Vocational Rehabilitation Services, Economic Development Authority, Department of Community Affairs. • ESTABLISH BUSINESS RULES FROM ENFORCEMENT AREAS - Obtain access and documentation on data systems for Wage and Hour, PSOSH, Employer Accounts, Workers Comp and for each: o Identify enforcement area point(s) of contact o Compile a detailed list of violations • DEVELOP THE AS IS PICTURE. Access and obtain documentation on relevant data systems including: o Identify enforcement/data point(s) of contact o Identify needed data and map locations o Assess data quality o Assess issues and needs for data matching • OUTLINE RECOMMENDED BUSINESS PROCESSES – for transmittal of program data, transmittal of violation data, frequency and schedule for preclearance analyses, method, points of contact, and frequency of communication of results. MUST HAVE 5-YEAR WORK RELATED EXPERIENCE: • Business analysis Duties/Responsibilities • Development and documentation of requirements (business needs) for new and existing system to address legislative changes • Develop Requirements Traceability Matrix to ensure all requirements can be tested • Take part in project and team meetings • Provide routine reports to DOL Supervisors and Managers • Create business, logical and physical data models • Create Process Maps • Create “As Is” and “To Be” Models • Superior planning skills with the ability to handle large workload and facilitate the activities of dynamic workgroups • Strong technical problem-solving skills, with an ability to troubleshoot complex application issues • Exceptional research skills and resourcefulness • Proven ability to lead diverse groups of resources to solution agreement by leveraging influencing skills to drive consensus • Effective communication skills; listening, written and verbal; ability to communicate complex concepts to both technical and non-technical stakeholders • Experience user of MS Excel, MS Word, MS Visio, MS Teams and MS PowerPoint DESIRED SKILLS • Analytical and customer service skills – 2 years • Communicate accurate and useful status updates – 2 years • Excellent verbal and written skills, with the ability to communicate with both technical and program area staff – 5 years EDUCATION • Bachelors Degree or equivalent certification   Call 502-379-4456 Ext 100 for more details.
