This Contractor position shall be referred to as a Business Analyst/Tester, and shall report to the Project Management Office (PMO) of the Office of Superintendent of Public Instruction (OSPI), Information Technology Services Division (ITS). WINS is a comprehensive, web based child nutrition system that tightly integrates the major Child Nutrition Programs within OSPIs Child Nutrition Services (CNS). Currently, OSPI is working with contracted developers to develop and implement four major enhancements, while at the same time maintain the operations of the child nutrition application and claiming system. In addition, we have a contracted Business Analyst who currently handles Quality Assurance/Testing. It is this position that we are posting this Solicitation. Furthermore, OSPI has permanent staff who help to oversee design, testing, implementation, and operations. Permanent staff include a Business Analyst, Director of Child Nutrition - IT, and a Projects Management Director. Child Nutrition Services is working towards fully integrating all outstanding processes into WINS, which are currently tracked in Excel or by other manual processes. OSPI has been using WINS since 2014-2015. a. Location The Office of Superintendent of Public Instruction is located in the Old Capital Building at 600 Washington Street SE, Olympia, WA 98501. b. Scope of Work The Contractor is expected to complete the following scope of work: • Working with the Child Nutrition Services IT Staff, as well as the WINS Developers when needed, to develop the OSPI test approach and create the OSPI Test Plan (QA) and the OSPI User Acceptance Test Plan. • Lead OSPI testing of the system business functionality and capabilities. • Design tests. • Run tests and collect evidence. • Support business stakeholder execution of tests and collect evidence. • Manage processes for testing, defect identification and resolution of business functionality and capability testing. • Gather information on bugs/issues, document and track. Work with project subject matter experts to determine defect resolution pathways. • Conduct testing (Quality Assurance) that includes but is not limited to writing functional business test scripts, execution of tests, and the documentation of test results within the WINS application. • Document, report, and track WINS related bugs/issues. c. Period of Performance The period of performance for this contract is 10/11/2018 through 09/30/2019. OSPI reserves the right to extend the contract for two additional one-year periods. d.
