Submission Deadline: 5/29/2018 2:00 PM CDT Start Date: 6/25/2018 End Date: 6/24/2019 Client: Department of Human Services (DHS) Description: The Department of Human Services (DHS) is seeking four (4) Business Analysts (BAs). The BAs are needed to bring several active, high visibility projects to successful completion, to enable technical solutions to be deployed and fully operational. These may include several cross-agency projects with key collaborators from METS, MNsure, MNIT @ DHS and the Department of Human Services. The Business Analysts will gather requirements to analyze, define and document business processes, software requirements, data management systems, and development of specifications for technology initiatives. The BAs will support development of and production maintenance support to MNIT for DHS and/or MNsure existing applications and system modernization solutions to help them meet deadlines for changes needed for production support and/or new development. The Business Analysts will: Assist the Project Manager when defining the basic business requirements for the project; Create business process flows; Participate in “As Is” sessions to model the current processes; Develop and document business and functional requirements; Communicate requirements including planning the approach; Work with stakeholders to analyze the approach, elicitation, estimates for level of effort, and manage requirements for traceability and changes; Collaborate with other project members such as Business, QA, Release Management, and Development staff; Assist the Project Manager when preparing the Project Plan by defining the tasks, level of effort estimates, dependencies, and required skills for each business analysis task; Provide updates as required for MNIT, DHS, and MNSure leadership; Establish, manage, and leverage business and technology relationships; Participate in or lead design sessions, providing input and reviewing/approving design documentation; Perform cursory functional review when the code is delivered and before QA testing begins; Participate in or leads functional reviews or walkthroughs of the design or new function; Review and participate in the development of procedures, instructions or communications to users and other stakeholders; Support QA testing and business validation testing (UAT); Participate in release or deployment discussions; Manage defects following deployment to stabilize the system and plan for the next release; Responsible to report time worked on project(s). The BAs will have access to live production environments for State systems that hold protected health information and not-public data. The State will therefore require the completion of and adherence to the Business Associate Agreement attached as a prerequisite. All work is anticipated to be done at DHS offices in Saint Paul, Minnesota, unless the State directs otherwise. BAs must be available for forty hours per week, except for State holidays or other exceptions that State approves. BAs may work up to fifty hours per week depending on project volume.
