Description :

The SMEM consults with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. He or she is able to utilize knowledge of theory, principles, or technology of specific discipline or field of specialization.

Leadership and Strategic Responsibilities
• Collaborates with the highest levels of agency management on organizational/financial management matters; evaluates/resolves operational problems and prepares supporting justification for equipment, facilities, space, budget, and recognizing staffing needs; attends management planning/policy-making meetings and provides input.
• Identify and address internal gaps in operational processes and procedures. Ensures revised procedures are implemented and communicated with all stakeholders.
• Guides executive-level stakeholders based on industry standards related to specific discipline or field of specialization.
• Provides guidance and advice to management on programmatic, technical, or process-related topics.
• Maintains contact with businesses, serves in a leadership capacity or as a key player in activities.
• Provides mentoring and guidance to agency personnel and leadership.
• Consults with executive-level stakeholders to define business need or problem; conducts research to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization.

Program Management Responsibilities:
• Develops a program/project plan including a mission statement, goals, objectives, policies, and procedures; determines necessary financial/technological resources, staffing requirements, and evaluation/reporting procedures.
• Develops implementation/evaluation methodology and coordinates all aspects of the program/project in its various stages with individuals functionally assigned to the program/project.

Analytical Responsibilities:
• Analyzes a variety of information (e.g., state and federal laws, rules, or regulations) and recommends solutions for resolving program/project administration problems.
• Analyzes data to determine solution, such as execution of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services.
• Conducts research on need or problem to obtain data required for solution.
• May be designated according to field of business and technical specialization.
• Reviews relevant performance data to measure productivity or goal achievement or to identify areas needing cost reduction or program improvement.
• Evaluates present systems and programs in terms of their efficiency; recommends, develops, and assists in the implementation of new systems, procedures, and policies.
• Maintains liaison relationship with administrators in the contemporary development of new systems and in determining the feasibility of utilizing business and electronic applications; develops and presents recommendations for the improvement of established systems and programs or the design of new systems.
