The goal of this work is to create a strategic vision that will guide the State as it moves from the current “As-Is” HIT Landscape to the desired “To-Be” HIT Landscape. The SMHP shall include a comprehensive HIT Road Map and will provide a strategic plan for the next five (5) years. This will require a deep dive into the ND Medicaid program in order to update the major sections of the SMHP: Current As-Is and To-Be Landscape Assessment, Vision of the States HIT future, and a HIT/HIE roadmap. The SMHP and I-APD shall also align the current States initiatives with work being done with the Statewide HIE and HIT program. This shall align with the direction and guidance CMS has put forth in the latest State Medicaid Director (SMD) letter (#16-003) dated February 20, 2016. This SMD letter opened up 90/10 funding to include all Medicaid providers and ND will look to the awarded vendor to identify all gaps and opportunities to utilize this funding. Scope of Work The overall Scope of Work (SOW) for this engagement encompasses the comprehensive updates to the previously approved SMHP, including the Medicaid Electronic Health Record Incentive Program plan, and the associated Implementation Advance Planning Document, including the HIE components. In updating these documents, the CedarBridge Group shall work within the parameters of: 1. SMD Letter dated September 1, 2009 and February 20, 2016 2. CMS Final Rule, Medicare and Medicaid Programs; Electronic Health Record Incentive Program, released by CMS on July 28, 2010 (42 CFR Parts 412, 413, 422, & 495) and any subsequent amendments or updates. The SMHP comprehensive update shall include all major sections, but not limited to: 1. The States “As Is” HIT Landscape 2. The States “To Be” HIT Landscape 3. Activities Necessary to Administer and Oversee the EHR Incentive Payment Program 4. The States Audit Strategy 5. The States HIT Roadmap Upon completion of the SMHP, the vendor is to provide a detailed summary identifying gaps and opportunity for the DHS to utilize 90/10 (Federal/State match) where it is deemed appropriate. This summary will drive the I-APD update to ensure the federal funding is secured through CMS. Both documents must be approved by CMS prior to fulfillment of this contract. The I-APD update that will be presented to CMS will satisfy the existing questions and result in final federal approval to advance current health information technology infrastructure, improve interoperability, and demonstrate a strong value proposition for stakeholders and users in the State of North Dakota. The I-APD Comprehensive update shall include the following: 1. Executive Summary 2. Results of activities included in P-APD and SMHP 3. Statement of Needs and Objectives 4. Statement of Alternative Considerations 5. Personnel Resource Statement 6. Proposed Activity Schedule 7. Proposed Budget 8. Cost allocation plan for implementation activities 9. Assurances, Security, and Interface Requirements 10. Appendix A – MMIS (if needed) 11. Appendix B – Provider Incentive Payments (if needed) 12. Appendix C – Grants (if needed) 13. Appendix D – HIE 14.
