The Commission maintains a higher education information system, called the Maryland Annual Collection (MAC), which annually collects numerous surveys from 60 public and independent Maryland colleges. This COBOL based legacy system runs on an HPe3000 minicomputer. There are six systems in place to collect a variety of information based on aggregate data and individual records for student enrollment, degree, employee, high school graduate, transfer and financial aid data. The data are edited and processed into statewide data sets and used as a data resource for in-State institutions, the Commission, the higher education community for policy and research studies and for extensive reporting. The data from this system has been, and will continue to be used across organizational lines by the Maryland State Department of Education and Department of Labor, Licensing and Regulation, for high-school graduate performance in college, workforce development and for implementation of the Maryland Longitudinal Data System (MLDS). Required Skills: 1. Masters Degree, or equivalent 24 credit hours of post-baccalaureate course work from an accredited college or university 2. At least 10 years experience in developing COBOL applications 3. At least 5 years experience with Oracle Data Base applications and Extract Transform and Load (ETLs) processes 4. At least 2 years experience with HP hardware platforms 5. At least 4 years experience with data collections 6. At least 4 years experience with relational databases 7. At least 2 years experience with Visual Basic and interactive web applications 8. At least 2 years experience with safeguarding security and permissions for personally identifiable data 9. At least 2 years experience with performing capacity estimates for software applications 10. Ability to communicate clearly and effectively, both orally and in writing Desired qualifications are: 1. Certified Project Manager 2. Experience with MHEC higher educational data collections, student application systems, or higher education data warehouses. 3. Experience with legacy code migration 4.
