The objective is to establish: 1. Benchmarks against which asset allocation/policy portfolio, strategy, and manager performance can be evaluated; 2. Hurdle rates of return for assessment of staff performance to establish appropriate incentive compensation; 3. An annual benchmark memo, to be delivered to the SIB Investment Committee and the full board for approval, outlining: a. benchmarks (potentially multiple) by pool, strategy, portfolio, and manager; b. purpose of benchmark selection criteria; c. analysis to catalogue the independent judgement of the benchmark selection. 4. Interim benchmarks and memos for new investment strategies approved during the year prior to the annual benchmark memo; 5. An annual hurdle rate memo, to be delivered to appropriate committees and potentially the full board for approval. Scope of Work: 1. Review SIBs current benchmarks for all investment pools and asset classes. a. Hold discussions with current RIO staff and stakeholders to gather additional background information. 2. Establish appropriate quartile performance of investment managers by investment strategy to develop appropriate incentive compensation hurdles. 3. Provide draft annual benchmark memo. 4. Provide draft annual hurdle rate memo. 5. Provide any draft interim benchmark memos as needed. 6. Solicit feedback from key stakeholders as identified by RIO Staff to finalize all memos. 7. Prepare final memos and present to the appropriate committees and full board meetings as needed. Timeline: 1. Submit and present annual Benchmarking and Hurdle Rate Memos in October or November of each year. 2.
