The Department of Human Services (DHS) Modernization Program (DHSM) was established by DHS to improve delivery of self sufficiency human services to Oregon citizens in need. DHSM will provide online channels for citizen access to benefits and automate workflow for the field service system. These process changes will improve caseworker effectiveness and relieve daily burdens imposed by the current information systems environment and highly manual intensive processes. New solutions will allow DHS staff to improve their service to Oregon citizens in assisting them to become independent, healthy, and safe. The DHSM is composed of a portfolio of interrelated projects of varying size and complexity, each with different start and deployment dates.

The services provided under this Work Order Contract (WOC) will be overseen by the OHA Office of Information Services under the DHSM. The DHSM supports automation improvements in several areas, including benefit programs for Oregon citizens as well as in internal systems used by DHS caseworkers and field staff. DHSM is a major effort with both short and long-term deliverables.

1. Provide online access to services and benefits processing;

2. Improve caseworker effectiveness, through a series of case management systems improvements; and

3. Modernize existing self-sufficiency systems.



Eligibility benefit programs included in this effort are:



Food Stamps (FS)
Medicaid (MC)
Temporary Assistance for Needy Families (TANF)
Employment Related Day Care (ERDC)

In addition, as the result of federal healthcare legislation enacted in 2010, DHSM will integrate with the state of Oregons Health Insurance Exchange project (HIX-IT). HIX-IT will allow Oregon residents to determine eligibility for and to select health insurance programs.

PROJECT DESCRIPTION, OBJECTIVES AND OVERVIEW OF SERVICES. Agency is contracting with Contractor for ITPS in connection with the following project:



DHS is changing the way human services delivery is provided to Oregon citizens in need with the Eligibility Automation (EA) project. The project will provide new and improved channels for citizen access to benefits and it will automate eligibility and related workflow for the field service system. The EA project is a defined portion of an overarching DHSM plan.

The Oregon Health Authority (OHA) is developing a Health Insurance Exchange (HIX) to improve how health care is delivered and paid for within the State of Oregon.

The HIX-IT is to provide seamless eligibility determination and enrollment for Medicaid/Chip and qualified health plans.



These two projects are closely aligned and the value of identifying and implementing a solution that supports integration and other efficiencies has been acknowledged.



The scope of this WOC and the tasks identified in the numbered task items herein covers all aspects of project management for the EA project, including implementation of an EA solution (the “Work”). Project management services shall follow best practices as defined by the Project Management Institute (PMI) and the Project Management Body of Knowledge (PMBOK). This Work includes a variety of tasks and activities associated with managing the initiating, planning, executing, monitoring and controlling, and closure process groups of the EA project.



This project requires Contractor to maintain alignment, compatibility, and interoperability among the various projects within the DHSM program, consistent with the DHSM program plan and schedule and with the EA project plan and schedule.
