The position will assist with the implementation of the ETF data warehouse, will perform a variety of data analytics, will develop program reports and dashboards, and provide staff training in all these areas. Specifically, the position will perform a variety of analytics pertaining to population health, cost, utilization, cost/benefit, data quality, financial trends, health plan and provider performance, provider network access, clinical quality performance, and health outcome gaps. In addition, the position will be responsible for working with staff to identify business needs and design, develop and deliver a variety of reports and dashboards to make data available for management of the program. The HBIA will also be responsible for training others on the availability and use of reports and dashboards. The position will work with others to determine business requirements, priorities, define key performance indicators (KPI), and develop the business intelligence and data warehouse strategy. This position reports to the Director of the Office of Strategic Health Policy (OSHP) and will work most closely with staff in OSHP, but will also work closely with staff in the Division of Trust Finance (DTF), the Employer Services Section (ESS) of the Employer and Contact Services Bureau, and the Bureau of Information Technology Services (BITS) among others. Duties and Responsibilities: Business Requirements & Analysis • Works with internal and external customers and IT partners to develop and analyze business intelligence needs. • Provides input to business requirements for the design of solutions. • Interprets business requirements and determines optimum BI solutions to meet needs. • Identifies and provides input to new technology opportunities that will have an impact on the enterprise-wide BI systems. • Designs Institute-wide “views” and custom reports. • May perform analysis for a wide range of requests using data in different formats and from various platforms. • Researches business problems and creates models that help analyze these business problems. • Explores the data and discovers patterns, meaningful relationships, anomalies and trends. • Collaborate with OSHP and other ETF staff to identify analytic and reporting needs and develop appropriate reporting as needed. • Design, develop and deliver analytic projects as assigned, including delivering analytics insights and making program recommendations as appropriate. • Work with OSHP staff to prioritize and develop analytics calendar which anticipates the analytics activities to be completed over a given year. • Recommend to OSHP leadership to improve the design and development process and delivery of reports and dashboards, as appropriate. • Recommend to OSHP leadership on opportunities for cost savings or areas for program improvement based on insights developed through analytics projects. • Develop and deliver monthly and other regular reporting on program expenditures, service utilization, enrollment and other areas to meet ETF business needs. Testing • May lead or provide direction for the planning, designing, and execution of user efforts. • Reviews test plans and monitors testing process to ensure that business results are tested. • Provides support to test teams, and resolves issues based on test results. • Analyzes testing results to ensure the solution meets the needs of the business.
