Description :

NOTE:
This position requires a fingerprint background check to be completed prior to hire. Any Felony or Misdemeanor Conviction will automatically invalidate the candidate. Fingerprint background checks will be paid for by ITD if the candidate utilizes the Idaho State Police (ISP) Office located in Meridian, ID. If the candidate elects to utilize an Idaho State Police (ISP) office at a different location, the Contractor will have to pay for the cost.

This position will be responsible for two (2) key Scopes of Work for the ITD Department of Motor Vehicles (DMV).

(1) DMV is undertaking a DMV computer system software development modernization effort. Part of this effort includes working with the various DMV sections to map business processes, then identify and document any gaps.
A final step will be to ensure that business needs are communicated effectively and efficiently to the developers via user stories and acceptance criteria. In addition, this position will be responsible for ensuring that the developed system work flows are appropriately documented and approved by business units for implementation.

(2) DMV has recently implemented a new drivers licensing software solution in 2016. This solution has undergone several upgrades. The documentation of business process changes associated with these upgrades has not been tracked or shared with county users. ITD needs highly proficient Business Process Analysts to support the Business in the midst of these changes. Knowledge of Agile and DMV operations, especially in the area of Driver Services is required.

Agency Expected Deliverables
Facilitates the operational efficiency of the business processes within the Division, ensuring identification and adoption of newly designed processes and use of enhanced information technology tools. Identify opportunities for business process improvement and develop and create new process innovations. Will capture current state and design state so that it aligns with business goals and objective while looking for ways to streamline and reduce cost or time to deliver final products. Will ensure consistency and compatibility of various work flow simplification processes.

•Consults with DMV business elements to define business need or problem; conducts research, performs
studies and surveys to obtaip data for required solutions; and analyzes problems to advise on or recommend
solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of
specialization.

•Identify and document business efficiencies resulting from BA analysis efforts and business implementation
of value processes.

•Document via identified methods, user stories, and criteria.

•Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in
processing methods and practices, modification of machines or equipment, or redesign of products or services.

•Requires experience providing consulting services to governmental entities.

Provides documentation according to agency standards.


Specific Skills Required (Programming languages, databases, operating systems, etc.)

•Excellent MS office skills, especially in Excel, project, and Word.

•Expertise in Visio work flow documentation.

•Knowledge of various software programs used by drivers licensing and records systems; i.e., state to state,
PDPS, CDLIS.

•Able to function independently with very minimal direction or guidance.
