CLIENT INFO : State Of WI Job Description: Within the Department of Health Services, the Division of Public Health (DPH), Office of Health Informatics (OHI), Informatics Architecture/Public Health Information Network Section (IAPS) seeks an experienced Business Intelligence Technical Lead III contractor with experience in Microsoft Business Intelligence Tools (i.e., Enterprise SQL Server, SSAS, SSIS, and SSRS), Data Warehouse Design and Development, T-SQL, ETL, and Microsoft SharePoint. The IAPS functions as a health informatics support service provider to our division public health program areas. The data systems we develop, maintain and support are essential to maintaining business functions for critical public health programs, related to: Wisconsin Electronic Disease Surveillance System (WEDSS) and communicable disease prevention and control, Maternal and Child Health, Home Visiting, Newborn Screening, Wisconsin Birth Defects Registry, Environmental Public Health Tracking, the as well as state and local health department data analysis, visualization and reporting (AVR) needs. This Business Intelligence Technical Lead will serve in a lead role to support and manage our AVR functions. In addition, this contractor will: • Work closely with DPH program area staff to understand the business requirements for the AVR components of our public health data systems. • Work closely with other information technologists in a team setting to understand the technical environments and objectives for the AVR components of our public health data systems. • Work in a lead role to design, implement and support the BI/AVR components for our public health data systems. • Design, develop, and maintain databases for reporting and analysis, specifically using SQL Server and T-SQL. • Develop and maintain ETL processes. • Design and develop data models, specifically Microsoft BI Tabular models, making use of DAX. • Develop reports, specifically SSRS reports using Report Builder. • Be knowledgeable in data security and access control. • Be experienced in data cleansing and data quality assurance. • Communicate well with program area staff/customers, IAPS staffs, and other technology partners/service providers regarding status and issues related to the BI/AVR components of our public health data systems. • Rely on experience and judgment to plan and accomplish goals. Professional certification is highly desirable. Ideal candidate will have 15 or more years of experience in this field, with 5 years using the tools specified above and in the Qualifications Section. An understanding of public health data systems and business processes is highly desirable. Contracted resource should be well organized and have the ability to coordinate activities across department and cross-agency teams. Excellent communication skills are required. First year runs through 06/30/16, with two optional one-year renewals. A background check will be required prior to hire. Resource must be able to work within a collaborative team environment.
