As a Bureau within the Pennsylvania Insurance Department, Mcare functions at a standard of providing exceptional service and managing its data in a manner that ensures its integrity, and it currently requires replacement of a 20-year old legacy operating system referred to as Genius/Emcee. The legacy system contains all historical data and programming that is essential to Mcares ongoing operations and is responsible for providing the Governors office, PA Legislature, PA Insurance Department, health care provider interest groups and insurance carrier community with qualified and reliable information maintained in that legacy system. The existing system was built and modified to its current state on a continual basis over the last 20 years to meet the needs of an evolving catastrophic loss fund. The Genius/Emcee system continues to be highly reliable from an operational standpoint, and contains all coverage, claims and fiscal information. Its IT support was conducted over the last few years by one Senior Architect (SAR2). This person has since retired. Currently, the IT support is being performed by a part-time resource. The Fund is in need of a full-time person who can address/fix some key issues that have arisen, assist with the data migration from Genius/Emcee to the new application and perform the necessary programing to keep the existing system operational until the new application goes Live in the 2nd quarter 2022. 2.0 Objective Through this Statement of Work (SOW), Mcare is requesting the services of a Senior Architect (SAR2), herein after “Contractor” to support the current systems daily operations, assist with the conversion of data to the new system and to perform operational needs until the new system is in production. The Contractor shall work in tandem with, and under the guidance and direction of, Mcare team under the general supervision of the PA Insurance Departments IT Director. The Contractor will provide operational support for Genius/Emcee, assist with data conversion to the new application and update Genius/Emcee if necessary if any legislative or program area change is needed prior to the cutover to the new application. 2.1 The Contractor shall be responsible for execution of all services associated with this SOW in accordance with the quality standards specified in this SOW and the general requirements of Contractors of the Commonwealth. In the event that the contractor or vendor have a disagreement about any issues as to the processes or responsibilities involving the Scope of this SOW; those issues or disagreements shall be resolved by Mcares Executive Director or her assignee. 3.0 Scope of Work This SOW includes (4) tasks described below.
