Financial Examiners Services
The financial examination assignments for a given calendar year will be agreed upon by the contractor and the project manager designated by the State. For the calendar year 2017, the examination assignments will be scheduled immediately after the contract(s) are executed. For the calendar years of 2018 through 2022, the examination assignments will be scheduled during the 4th quarter of the preceding calendar year. Changes to a current calendar year schedule will be subject to the purchasing agencys approval.
Currently North Dakota has 19 domestic insurance companies, including 13 multi-state insurers, who are subject to statutory financial examinations, and potential limited scope examinations, that may be assigned to contractors over the contract period.
The statutory financial examinations will utilize a risk-focused approach and will be conducted in accordance with the guidelines and procedures in the NAICs Financial Condition Examiners Handbook and in accordance with North Dakota insurance laws and regulations, the NAICs Accounting Practices and Procedures Manual, the NAICs Annual Statement Instructions, the NAICs Financial Regulation Accreditation Standards and the purchasing agencys standards.

Description of Specific, Results-Oriented Tasks
• Perform a risk-focused examination adhering to the seven phase process set out in the NAICs Financial Condition Examiners Handbook, which process is summarized as follows:
1. Understanding the company and identifying key functional activities to be reviewed;
2. Identifying and assessing inherent risk in activities;
3. Identifying and evaluating risk mitigation strategies/controls;
4. Determining residual risk;

5. Establishing/conducting examination procedures;
6. Updating prioritization and supervisory plan; and
7. Drafting the examination report and management letter based on findings.
• Perform a limited scope examination to review specific risk areas of an insurers financial and/or operational processes, or to determine compliance with a prior examination report; perform specific procedures as approved by the purchasing agency and prepare a report of examination that describes the objective of the examination, the overall scope of procedures applied, the examiners findings, recommendations for regulatory action and, if applicable, any conclusion on the insurers financial condition.
• Test an insurers compliance with North Dakota laws, rules and regulations in conjunction with the performance of a financial examination and as directed by the purchasing agency.
• Provide on-the-job training and professional development of the purchasing agencys staff examiners in the conduct of financial examination procedures.
• Hold status meetings with company management and provide time reports and written status reports as required by the purchasing agency.
• Provide a completed work product that meets the standards of the NAIC Financial Regulation Accreditation Program.
• Upon completion of the examination field work and draft report of examination, deliver to the purchasing agency the final TeamMate master file and original “bulk file” work papers prepared in the format required by policies and standards of the purchasing agency and the NAICs Financial Condition Examiners Handbook. Work papers are the property of and will be retained by the purchasing agency.
Market Conduct Examiner Services
Market conduct examination assignments are made after the purchasing agency determines a market conduct exam is necessary. The purchasing agencys project manager assigns an exam to a firm qualified for the particular exam.
