Our goal is to implement technology and security measures to fully support 988 infrastructure and effective coordination across the crisis continuum. The Technology Consultant will review the data collection and call systems currently utilized by the 988 Lifeline Centers and Mississippi crisis partners to make a recommendation on technology to implement for the state to have a seamless system connecting the 988 Centers to Mobile Crisis Response Teams, etc. Scope of Work & Deliverables Deliverable 1 Inventory of Technical Needs The technology consultant will identify all technical requirements needed for a system to provide a smooth timely response to all crisis contacts originated through 988 Centers. They will also provide an inventory of technology systems currently in place and whether or not these systems are meeting the requirements noted above. The technology consultant will work with MS Department of Mental Health (MS DMH), 988 Centers and crisis system partners to evaluate current solutions for data sharing and collaboration with available technology including hardware, software, databases, and peripherals. The consultant will review the systems being used at the 988 Centers, Mobile Crisis Response Teams, Crisis Stabilization Units, the Electronic Health Records, and the state Bed Registry to produce deliverable 1. This will require in-person travel to 988 centers and Community Mental Health Centers to survey and assess current systems. Deliverable 2 Recommended Technology Solutions The technology consultant will recommend solutions/system to implement and best practice workflows to share data across system platforms to conduct crisis response in real time. The consultant will conduct feasibility studies, if needed, evaluate vendor products, survey staff at centers and Community Mental Health Centers to determine ability and needs to implement new systems, and make recommendations on systems and approach with estimated costs and a detailed plan for implementation. Deliverable 3 Security Requirements Using nationally recognized cybersecurity standards, the technology consultant will review current systems networks, and workflows to identify cyber security vulnerabilities at each 988 Center and crisis partner and make recommendations of upgrades/changes to mitigate these vulnerabilities. Required Experience All staff involved in the technology consultants team should have the following qualifications and experience as a minimum: Bachelors degree 4-5 years of experience working in a management or consulting capacity in the behavioral health industry with proven success Knowledge of all aspects of behavioral health operations and workflows Knowledge of HIPAA and HITECT Act requirements for behavioral health providers Environment / Other Requirements Some travel will be required to Columbus and Jackson, MS to meet with the 988 Crisis Centers in person. Meetings with the Community Mental Health Centers can be conducted virtually. Any vendor awarded this contract will be ineligible to bid on or have any direct interest in future procurements that may be a result of the deliverables of this contract. The awarded consultant/vendor must be willing to sign a Business Associate Agreement (BAA) with the crisis providers for any potential HIPAA compliance concerns as required by those providers.
