These will be used to guide integration, quality enhancement and successful data delivery and inform decisions in support of enterprise architecture integration including hardware, applications, business processes, technology choices, networks and data. The deliverables produced will be part of the long term sustainability plan for the departments 44 systems identified as in need of modernization per EO225, including 6 mission critical applications. The departments mission essential systems exist in varying technology platforms including z/OS; VB6, Oracle Forms and Reports, legacy versions of .Net and Java and a COTs solution hosted on premise, experiencing waning support. Every application in use runs independently, in silos without cross application integration or consideration for data management best practices. Some systems are virtually unsupported due to attrition and lack of knowledge transfer. Additionally, some new systems are utilizing SaaS solutions requiring data integration services while many processes within the department remain manual and paper based. There is an ever increasing demand for digitization across the administrative units and enhanced data analytics, as well as a requirement to develop new systems in support of Administration priorities to support the innovation economy including the NJ Career Network and expansion of the Apprenticeship program. An enterprise assessment of the technology posture and needs and a strategic roadmap for the future is vital at this juncture to ensure the varying IT initiatives in progress and on the horizon align with the departments mission, provide interoperability and information management and security. The data architect will work in support of the modernization strategy. An assessment of current technology state supporting data management, identifying risks, and gaps; a Roadmap with recommendations for the future state including a plan for migration of the data in the 44 systems identified in the portfolio, short and long term strategies to mitigate risks and modernize while supporting operations; staffing plan for data and information management; identification of non-compliance with information management requirements defined in the NJ Statewide Information Security Manual, project timeline and budget required for compliance and/or modernization of tools and data solutions and migration efforts; software/tools requirements; governance and operating model for managing data; implementation, integration and communication plan; artifacts generated in fact finding and discovery sessions with business and technology staff; bi-weekly progress reports. Additional artifacts as identified by the expert including, but not limited to high-level data model, realization overview, source and consumer model, transportation and transformation models. will perform analysis of the current application portfolio and develop a future state environment.
