Defines the technical services needed by the applications that are unique to the client. This is accomplished by understanding technology innovations and enterprise services that impact application vision and strategy, balancing a detailed business understanding of department applications against drivers that will influence their technological direction over time. Contributes to the successful design, modeling, development, enhancement, testing and maintenance activities associated with complex business solutions. Assists with definition of the application framework design and standardization for transactional operations. Leveraging Master Data Management (MDM), Employer Group and Provider Systems of Record (SoR), Electronic Claims Routing, using and extending the services of the technical architecture appropriately. Contributes to the ongoing evolution of the Business Intelligence Center of Excellence by applying standards, and assisting in the creation of methodologies and appropriate documentation. Advances the teams understanding of industry and CareFirst best practices. Contributes to resource planning for technical delivery within a matrix reporting structure. Performs technology and product assessments and provides third party software recommendations to address business problems; provides detailed evaluations, identifies components and services that are core to the department and proactively works with technical peers to maintain functionality, optimize reuse and reduce total cost of ownership. Software Design, Development & Support Designs and defines core reusable assets that support the long-term business strategy for development efforts. Conduct design and solution reviews to ensure adherence to performance guidelines & business requirements. Look for standardization and reuse opportunities, abstractions and patterns across classes and components to streamline design and development of BI solutions. Partners with CareFirst technical teams to identify drive the organizations infrastructure, hardware, systems software and protocols, act as a consultative resource for strategy, system design, development and/or modifications of software/procedures to solve complex business solutions across multiple heterogeneous platforms. Support technical leads in ensuring that the solution design, solution review and technical architecture design meet the technical objectives, business requirements, and standards. While partnering with the performance team, peers and/or leads, ensure that applications are designed for optimum performance and provide suggestions for ways to restructure designs to achieve optimal performance. Design, develop, test and implement maintainable program logic for existing and new application in accordance with the technical specifications. Creates less complex documentation for business and technical use that is shared with a broad internal and external audience. May also conduct formal and informal presentations. Software Integration and Support Partners with CareFirst business and technical teams in performing software development and enterprise integration for interoperability design and problem resolution related to business applications and/or related middleware components. Also collaborates with Senior staff in the development of integration strategies providing both strategic and tactical planning.
