The role will expressly engage with and review work performed by the enterprise architecture, systems integration and data management areas of the program. The role will provide consulting based on specific expertise in the subject area. This role also serves as an advisor to work directly with the business integration and systems modernization teams to define the interoperability strategy, schedule, and cost, while monitoring performance and addressing risk to ensure quality, security, and overall integration for the program. The role is both strategic and tactical and assignments will be directly reflective and in alignment with the outcomes of the MES Integrator (vendor) who is slated to manage the re-engineering, integration, and interoperability of systems and features within the cloud frameworks. This role is accountable for ensuring the MES Integrator interoperability strategy for data, integration, API, governance and testing all enable the desired business outcomes. This role will evaluate and analyze work done by IT Architects, Business and Technical Leads, Data Leads, Engineers, to ensure the business requested capability is deployed and properly integrated upon delivery. This resource will aid the DHHS Division of Health Benefits (DHB) and the Information Technology Division (ITD) in the definition and execution of an executable strategy by performing the following: • Providing specific subject matter expertise in the following areas: 1. CMS Interoperability and Patient Access Rule 2. Authentication and Identity Management 3. Authorization (including OAuth2) 4. Adherence to standards and profiles (including FHIR, OAuth2) 5. HL7 FHIR 6. X509 certificates, JWT, JWKS, REALID, public key encryption, verifiable credentials, digital wallets, and QR codes. • Assist in creating request for proposals (RFPs) as needed to facilitate execution of interoperability strategy, including patient/consumer/beneficiary access to health data, and serves as a Subject Matter Expert in evaluating responses to such RFPs. • Ensure DHB (and contracted PHPs- prepaid health plans) compliance with Interoperability rule requirements for patient access to clinical and administrative data • Ensure DHB (and contracted PHPs- prepaid health plans) compliance with Interoperability rule requirements for a Provider Directory • Develop prototypes as assigned and may function as a niche technical SME. • Exhibit advanced experience in the required technical subject matter This role has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in the various products and services required to meet the needs in compliance with the federal guidelines. This role assists with defining and the creation of several comprehensive technology and information architectures while providing strategic direction and tactical review throughout the implementation process and ensuring that the solution aligns with CMS vision and strategy.
