Description:

Scope of Services

OIT Application Services Office is looking for a Senior Business/Systems Analyst to join the team. The Senior Business/Systems Analyst will report to the Manager for the Strategic Development and Transportation Technology Team, but will work across multiple projects and organizations to perform business and systems analysis activities and tasks.

5 Education

Bachelors or Masters Degree in Computer Science, Information Systems or other related field or equivalent work experience.

6 Experience

Candidate must have:
3 to 5 years of business/systems analysis experience.
Prior experience with GIS or Document Management Systems is preferred.

7 Primary Job Duties/ Tasks

The submitted candidate must be able to perform the following duties and/or tasks:

1. Facilitate joint analysis workshops with customers. Research and understand DOT business processes and their inter-relationships.
2. Gather, document, and manage business and technical requirements. Assist customers with development of business cases.
3. Develop business and system analysis and design models with Sparx Systems Enterprise Architect and Visio using Unified Modeling Language (UML), Business Process Modeling Notation (BPMN), data modeling, and other methods.
4. Perform oversight reviews of requirements deliverables for compliance with department standards.
5. Some project management or project lead work may be required.
6. Perform application testing.

1. Business Analysis: Ability to perform detailed research, business analysis, as-is and to-be analysis, process modeling.
2. System Analysis & Design: Ability to perform System Analysis & Design using a variety of modeling methodologies and techniques.
3. Facilitation: Ability to expertly facilitate joint analysis workshops with customers.
4. Technical Understanding: Technical knowledge and understanding of IT infrastructure and software development practices and techniques.
9 General Knowledge Skills and Abilities (KSAs):

The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:
1. Communication: Have the ability to clearly convey information, in both written and verbal formats, to individuals or groups in a wide variety of settings (i.e.; project team meetings, management presentations, etc.). Must have the ability to effectively listen and process information provided by others.
2. Customer Service: Works well with clients and customers (i.e.; business office, public, or other agencies). Able to assess the needs of the customer, provide information or assistance to satisfy expectations or resolve a problem.
3. Decision Making: Makes sound, well-informed, and objective decisions.
4. Flexibility: Is open to change, new processes (or process improvement), and new information. Has the ability to adapt in response to new information, changing conditions, or unexpected obstacles. Ability to receive and give constructive criticism, and maintain effective work relationships with others.
