The position will manage the meetings of the Nebraska Information Technology Commission (NITC) GIS Council. Responsibilities in performing that function include establishing common goals, program objectives, project priorities, operational policies, technical policies and strategic plans for GIS within the State of Nebraska. Also included are being able to identify, articulate and advocate those policy strategies to the GIS Council as well as other state agencies and state policy makers. The individual will need to have strong coordination and organizational skills and the ability to foster collaboration and advocate for GIS advancement with decision makers. Other duties include preparing ad hoc reports and presentations, assisting with the development and management of RFPs for GIS services, establishing, implementing and reviewing procedures and standards, preparing correspondence, as well as technical and management reports for the enterprise GIS and the NITC or the Chief Information Officer. The position is also required to represent the NITC in a professional manner to present and explain its mission, priorities, benefits and work tasks to elected and appointed officials, user groups and potential customers. A basic understanding of GIS software functionality is required. Education/Knowledge/Abilities/Skills: A four year degree in information management systems, public administration or business administration is required with specific coursework in planning, geography, computer science or engineering. A minimum of five years experience, on an enterprise wide basis with increasing responsibility for coordination, facilitation and policy development in the GIS environment is required. Experience can be substituted for education on a year for year basis. Knowledge of advanced GIS principles and practices as well as ESRI software is required. Experience with writing standards and policies, as well as technical RFPs is recommended. Good communications skills are required. Must be able to demonstrate past experiences of working with individuals and diverse groups to build teams and maintain lasting consensus. Must be able to interpret rules, regulations and policies and make recommendations in accordance with established precedent.
