Hybrid 3 office, 2 telecommute Description : This contract IT position is needed in support of application services for the WisDOT Division of Transportation Systems Development (DTSD). This position will provide Project Management and Business Analysis for Masterworks integration, data querying, data analysis and reporting. Masterworks is program and project lifecycle management solution for infrastructure owners. The software suite is an end-to- end solution that automates every phase of the project construction lifecycle from capital planning, bidding, contract management, mobile inspection, right of way management and out-year asset maintenance etc. Aurigos Masterworks can be used by both internal and external stakeholders using the latest web and mobile technologies. At WisDOT Masterworks is planned in Phases beginning with E-contracting and the next will be E-Construction. E-Contracting - The ultimate goal is to seamlessly use data from a programming and scoping perspective using FIIPS, PeopleSoft, and PMP and then tracking and managing contracts and costs for that delivery in a consistent fashion in an e-contract system. Integration from FIIPS, CARS, TUMS, HSIS, RCIS, READS, utilities, GIS, AASHTOWare, PeopleSoft and migration from Contract Manager and PMP(scoping) has been approved by DTSD administration for implementation. E-Construction II - is focused on providing WisDOT a central location to collect and standardize construction documents. The application will also assist managing construction contractor contracts. It will be a continually on-going process of improvement and enhancements to ensure business needs and functionality is met. Master Works uses 23 CFR and chapter 84 statues to solicit, award, and execute contracts. These tasks include: 1. Work with project sponsor to define project scope, goals and objectives for each release. 2. Collaborate with BITS and business unit staff and management on all aspects of the project. 3. Determine staffing needs (both IT and business units) including roles and responsibilities. Identify specific individuals and organizational responsibilities as appropriate. 4. Develop Requirements documents in collaboration with stakeholders. 5. Develop project management documents in collaboration with stakeholders including project risk, test, communication plans and a project schedule in accordance with the BITS project management methodology. 6.
