Job Description Developer: Architecting Enterprise, GIS, Architect, Lead Developer ESRI ArcGIS ArcSDE QAQC D

Description:

The Client is seeking a Solution Architect contractor for an approximately 10 month engagement to support 2 Client projects; Prioritization 4.0 (P4) and Roadway Lighting Control and Monitoring System.
The P4 project will build upon and enhance the existing Prioritization 3.0 application that Client uses to provide a transparent, systematic, and data-driven process for prioritizing the major transportation investment decisions in the state

Required Skills:

• Minimum of 7 years experience in advanced technologies
• Minimum of 4 years experience architecting enterprise technical solutions
• At least 3 years experience in architecting complex secure solutions, including integrations between GIS solutions and other systems
• At least 3 years experience in performing as an Architect (or Lead Developer) working on solutions that utilized the following applications: ESRI ArcGIS, ESRI ArcSDE
• At least 3 years experience in a combination of cartographic principles, mapping projects, coordinate systems, map scale and accuracy, spatial analysis, QA/QC, data conversion
• At least 3 years experience in integrating COTS systems with Active Directory for authentication and authorization
• At least 3 years experience in implementing infrastructure control and management systems
• Strong, demonstrated application design and development skills (object-oriented analysis and design techniques)
• .NET application design and development
• N-tier web architecture
• Microsoft SQL Server
• Microsoft SharePoint
• Business/Consumer-facing web applications and Web Services
• Portal/web services design/development
• Demonstrated experience in working with external technology vendors
• Project technical leadership capabilities, design and development oversight

Desired Skills:

• Experience on large government technology solution projects
• Experience architecting solutions in accordance with State and/or NC DOT Enterprise Architecture, security, and project management standards and methodologies.
• Strong application, information, and integration architecture skills
• Comprehensive IT analytical skills and strong problem-solving analytical skills
• Ability to effectively adapt to rapidly changing technology and apply it to business needs
• Solid written, oral communication and presentation skills.
