Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organizations systems and capabilities. Analyzes business partners operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprises competitive edge. May make recommendations for buy vs. build decision. 5 Education Bachelors Degree in Communications, Computer Science, or related field. Or equivalent work experience. 6 Experience 1. Experience with eliciting, reviewing, defining and documenting business processes is required. 2. Experience supporting business process development with associated cost benefit analyses and approval workflows is required. 3. Experience writing technical documentation is required. 4. Experience developing course curricula and training tools and delivering stand-up training is required. 5. Strong communication skills are required. 6. Knowledge of F.A.C. 60GG-2 is required. 7. Knowledge of FDOT Information Security regulations and processes is highly desired. 8. Experience working with GIS and CAD is highly desired. 9. Experience writing Requests for Proposals is highly desired. 10. Graphic Design and Multimedia development experience using Creative Cloud and Captivate is highly desired. 11. Strong knowledge in creating and maintaining SharePoint sites, including web parts and workflows is highly desired. 7 Primary Job Duties/ Tasks The submitted candidate must be able to perform the following duties and/or tasks: 1. Develop and write F.A.C. 60GG-2 compliant software security plans. 2. Design effective and innovative solutions using departmental software tools. 3. Develop training curricula and deliver training. 4. Produce analytical reports on information technology activities. 5. Liaise with internal and external customers to support their needs, build positive relationships and promote one-FDOT and one-OIT values. 6. Gather, document, and manage business and technical requirements to support the design and implementation of effective solutions. 7. Research and document departmental business processes and their inter-relationships. 8. Develop business and system analysis and design models. 9.
