Description :

Key duties and responsibilities for this position include:

Development of HTML, templates through the use of HTML, CSS, SML/XSL, JSON, Javascript and jQuery.
Content and migration and optimization.
Following structured coding practices and direction from the Technical Team Lead
Working cooperatively with team members and clients


Knowledge, Skills, and Abilities Requirements:
Required:
2 to 3 years minimum experience in:
All applicable software: Photoshop, Illustrator, Acrobat, Flash & modern HTML editiors such as Microsoft Visual Studio, TextMate, etc.
All related languages and APIs: HTML, CSS, XML/XSL, JSON, JavaScript, and jQuery.
Candidate must have a publicly accessible online portfolio or job related blog demonstrating candidates industry related knowledge.


Strong Knowledge & Experience with:
Building and maintaining large scale websites (50+ pages)
Full project experience from conceptualization to launch
Information Architecture principles
Design principles and user interface design
Web standards and usability guidelines
Search Engine Optimization and analytics
Mockup/storyboard/wireframe creation
Site templating such as master-pages anbd includes
Ability to design and implement CSS based table-less layouts
Responsive web design
Web 2.0 concepts and methods
Web browser HTML, CSS, and JS limitations and cross browser web development

General Skills:
Excellent verbal and written communication skills
Be highly organized and detail-oriented, plus prioritize tasks & meet deadlines
Ability to work independently and as part of a team

Preferred:
4-year degree in visual/graphic design, or related field or equivalent work a plus
Knowledge of W3C recommendations, accessiblity issues, and best practices
Firebug or other page inspection technologies
SharePoint, C#, & ASP.NET
Proficiency in Microsoft Office Suite

Other Requirements:
The vendor must notify the Agency if any portion of the requirements listed in this Task Order are to be outsourced to other countries. ? Include this information in your Task Order response.

All work performed under SOW is considered to be time & materials & no Deliverables are required. Selected candidate must sign & comply with NCDOT-IT Non-Disclosure Agreement. Selected candidate must submit to NCDOT approved criminal & credit background check at vendors expense. Employment is contingent upon satisfactory outcome of a criminal & credit background check. Selected candidate will be required to utilize NCDOT time sheet application for verification of hours worked. Selected candidate must sign DOT Ethics Policy, DOT Statement of Understanding regarding use of computers & Information Technology resources, & DOT Internet & E-Mail Policy & Procedures. State does not reimburse for commuting expenses or relocation expenses for anyone. Parking/travel expenses to/from main site & within Raleigh area to be in hourly rate. Reimbursement for expenses for work at sites outside of main site in accordance with NCDOT travel policy. NCDOT will not provide a cell phone to selected candidate. If cell phone is required (see above), selected vendor is required to supply cell phone & cost should be included in hourly rate. Vendors to submit 2 resumes and associated hourly rate via email to contact name listed above.
