PROJECT OVERVIEW The Silver State Health Insurance Exchange (SSHIX) was established as a Nevada State agency in 2011 to oversee and operate Nevadas Affordable Care Act (ACA) Health Insurance Marketplace. SSHIX currently operates as a State Based Marketplace (SBM) using the Federal Exchange (SBM-FE). Eligibility, enrollment, and consumer assistance functions ACA health and dental plans (a.k.a. Obamacare plans) are provided by the Federally Facilitated Marketplace (FFM); while marketing, outreach, plan certification, in-person assister training, and broker certification functions are carried out by SSHIX staff. Increases to the Centers for Medicare and Medicaid Services (CMS) FFM user fee structure would adversely impact SSHIXs continued fiscal solvency. SSHIX must therefore reduce operational costs by transitioning away from reliance on the FFM and towards autonomous operation as an SBM. This project is known as the Nevada SBM Transition Project. In March of 2018 SSHIX issued a Request for Proposal (RFP) aimed at qualified vendors who can provide an integrated online health insurance exchange technology platform and/or associated consumer assistance center to support SSHIXs anticipated operation as an SBM. The highest scoring respondent was GetInsured, a California-based health IT company with extensive experience in the health insurance exchange arena.
