The finished product will satisfy an Environmental Finding from the HUD Field Environmental Officer from Region VIII and is required to be completed within three months upon signatures of contract. . Requirements of a consultant includes: 1. A consultant with 3 years plus experience and in-depth knowledge of the requirements of 24 CFR Part 58 – Environmental Review Procedures for Entitles Assuming HUD Environmental Responsibilities and background of the CDBG Program. 2. Draft revisions to Section 7 – Environmental Requirements of the North Dakota CDBG Manual per HUD Environmental Standards, modify HUD forms or produce new forms and templates for use by sub-recipients and the State. 3. Draft revisions to each category of the 24 CFR Part 58 Regulations (Exempt, Categorically Excluded Not Subject to 58.5, Categorically Excluded Subject to 58.5, and Environmental Assessment in the 24 CFR Part 58 Regulations. 4. Ability to develop and present one live (either virtual or in person) training session for sub-recipients, including recording the session for posting to the Division of Community Services website. 5. Confer with HUD Field Environmental Officer for Region VIII to assure that all environmental standards, forms and templates conform to HUD Region 8 Environmental Standards. 6. Involving staff from the Division of Community Services in all conversations with the HUD Field Environmental Officer for Region VIII. Justification: Research shows the North Dakota Dept of Commerce has been unable to find a vendor with this expertise within this timeframe. The HUD Field Environmental Officer for Region VIII monitoring finding requires a total re-work of the established policies to meet the requirements of the Federal Environmental Regulations as they relate to the CDBG Program. A contractor with this specific knowledge and experience will be equipped to address the monitoring finding and receive approval of new processes within the timeframe of the contract with little to no supervision necessary.   Call 502-379-4456 Ext 100 for more details.
