SCOPE OF WORK The Interface Analyst is responsible for executing the policies and standard operating procedures to establish successful interfaces with the IIS. In addition, the Interface Analyst will ensure that the functional and technical requirements for new and future interfaces are documented and accessible to support the setup of uni-directional and bi-directional interfaces. Responsibilities of the IIS Interface Analyst will include, but are not limited to: Support all relevant national IIS and health information exchange standards for messaging format, content, and transport functions. Follow the standard operating procedures for HL7 data import and approval; review response files and advise partners on error handling. Perform data analysis, testing and reporting of new and existing interface projects. Review and provide recommendations to the local HL7 implementation guide. Conduct outreach to clinics and providers to initiate and/or facilitate the onboarding process. Determine prioritization for onboarding providers/organizations requests for HL7 interfaces and communicate the priority to the onboarding staff. Recommend improvements in establishing data exchange interfaces between EHRs and CT WiZ. Assist in user acceptance testing of interface functionality, enhancements and/or data quality features and tools. Propose approach to facilitate continual testing of messaging format, content and transport functionality of data at rest once transition complete. Support CTs approach to comply with Meaningful Use, as well as their migration to bi-directional exchange through proposed to-be processes and policies. Provide input to the development of national standards and best practices regarding data exchange, with particular emphasis on HL7 and Web Services standards. Monitor, track and report process activities and tasks to meet on boarding targets and metrics. Required Skills/Experience: Proposed candidates should have 10 years extensive business analysis experience across a variety of public health, healthcare, government agency settings, as well as 5 years working collaboratively with IIS teams, including vaccine management and technical staff in provider settings, Health Information Exchange (HIE) settings, and vendor/Electronic Health Record (EHR) settings, in the development of interfaces to the IIS. Specific qualifications include: Knowledge of IIS best practice documentation developed by the Modeling of Immunization Registry Operations Workgroup (MIROW). Knowledge of immunization terminology and practices, and the data elements that support them. Knowledge of relevant IIS standards, including HL7 2.x and SOAP/Web Services. Demonstrated ability in applying business analysis methods/techniques for all phases of application development including, requirements analysis, design and development, testing, and maintenance of reports. Working knowledge of healthcare industry and system applications. Excellent communication/interpersonal skills. Strong oral and written communication skills with the ability to manage and document functional/non-functional requirements, test plans, test scripts, and reports. Strong stakeholder management skills and experience in requirements collection, development and execution of successful workshops, and meeting facilitation. Strong requirements management experience (process) and proficient in the use of requirements gathering, documentation and prioritization tools.
