Short Description:
Programmer is responsible for analysis, design, coding, component & assembly testing of the home and community based services (HCBS) system owned by the business program. Programmer will be responsible for maintenance, enhancement & development work.

PLEASE NOTE - This is a position that could be either off site (with meetings at the Trenton Office location) or on-site (preferred). Also, this is a 20 hour-per-week position.

The Division of Aging and Community Services is charged with administering funding, authorizing consumer services, tracking service activity, and authorizing and tracking payments to providers for long-term care services delivered to approximately 10,000 consumers participating in federal and state funded programs.

The Division has developed a web-based client service authorization application called the Home and Community Based Services (HCBS) system. The HCBS is used to authorize services to participating consumers and process payments to providers, which is done be a third-party billing agent.

HCBS is a complex 3 tiers application written in the .NET 2.0 Framework using the database content driven approach.
The databases currently supported are SQL Server 2000 and SQL Server 2005.
The First tier is the Business Logic, located at the stored procedure level (in the database) and at the code level (ASP.NET). The Business Logic is encapsulated within the second tier which is the presentation level.
The presentation level is supported by the database as far as the layout is concerned. The other part of it is in the ASP.NET dll called EasyWeb.dll and finally the stylesheet called style.css.
The EasyWeb Dll is a compilation of classes and functions that are responsible for the general layout of the website. It works by firing requests to the database and grabbing data and laying it out to the HTML response at runtime.
The Third Tier is the database: The database is divided in 2 parts: the Data and Lookup tables part where the client information and related information is stored. The other part is the EasyWeb tables, that store the layout and command the way the second tier will behave.
HCBS is coming with a new release called HCBS 2.0 that uses a more advanced version of EasyWeb. It also includes the plugging of Crystal Report (v11)

The programmer will be responsible for making modifications and enhancements to eliminate security vulnerabilities that exist in the application, further data collection, service authorization, payment processing, and expenditure reporting. The programmer must work with program staff and the third party billing agent to review and understand the business requirements and with the IT staff to review the technology requirements. Programmer will be responsible for analysis, design, coding, component & assembly testing of all required modifications and enhancements.

The programmer will be expected to complete the following project tasks:
1. Make security upgrades:
a. Create password encrypting scheme using MDF5 or variant for user passwords.
b. Enforce Strong Password Policy.
c. Create a password reset form to ensure security in case of a breach.
d. Encrypt all the data pertaining to customers.
e. Disable PUT QUERY and DELETE Methods.

2. Update HCBS for new functionality:
a. Create a prior authorization table and an import process within the HCBS, to allow prior authorization records to be imported to the HCBS and linked to the service table.
b. Create an edit in the HCBS that would prevent an individual service authorization (ISA) to be created for home based supportive care if a prior authorization existed for PCA services.
3. Upgrade HCBS to version 2.0:
